The GIS plays a critical role in maintaining the integrity of the county’s spatial data, supporting public safety, and managing land information systems. This position is responsible for administering the county addressing system, managing the address repository, and executing complex GIS data maintenance. Additionally, the role supports parcel management, land records workflow, Computer-Aided Design (CAD) integration, and the ongoing development of public safety addressing initiatives.

• Address & Public Safety Management: Maintain the county’s master address repository; assign and verify new addresses in compliance with local ordinances and Next-Generation 911 (NG911) standards.
• Parcel & Land Records Maintenance: Perform digital parcel mapping, COGO (coordinate geometry) data entry, and integrate legal surveys and subdivision plats into the central GIS database.
• GIS Data Editing & Maintenance: Create, update, and maintain authoritative vector and raster datasets, ensuring data integrity, topology rules, and metadata accuracy.
• CAD/GIS Integration & Production: Convert and integrate engineering drawings, CAD files, and survey data into the GIS environment; produce high-quality cartographic products and map services for digital or print use.
• Spatial Analysis & Engineering Support: Perform spatial queries, buffer analyses, and overlay procedures to support engineering, planning, and public works projects.
• Public Records & Property Information Services: Assist internal departments and the general public with property information requests, mapping services, and historical land records research.

• Geographic Information Systems (GIS): Proficiency with the Esri ArcGIS Suite (ArcGIS Pro, ArcGIS Enterprise, ArcGIS Online) or equivalent open-source GIS software.
• Land Records & Parcel Management: Proven experience in parcel editing, land description interpretation, and managing parcel fabrics.
• Survey Interpretation: Ability to read and interpret legal land descriptions, deeds, subdivision plats, and survey markers.
• CAD Integration: Familiarity with Autodesk AutoCAD or Bentley MicroStation datasets and translating them into GIS schemas.
• GPS Data Collection: Experience utilizing global positioning system (GPS) hardware and mobile data collection apps (e.g., ArcGIS Field Maps) for field verification.

• Education: Bachelor’s degree in GIS, Geography, Cartography, Civil Engineering, Urban Planning, or a closely related field.
• Experience: 2–4 years of progressive experience working with GIS data, preferably within local government or a land records environment. (An equivalent combination of education and experience may be considered).
• Certifications (Preferred): GIS Professional (GISP) or Esri Technical Certifications are a plus.

• Attention to Detail: High precision in data entry, especially when dealing with legal land boundaries and public safety addressing.
• Communication: Ability to explain complex spatial concepts and property data clearly to non-technical stakeholders and the public.
• Problem-Solving: Analytical mindset capable of resolving topological errors, data conflicts, and complex mapping discrepancies.
