Description

The Geographic Information System (GIS) Technician administers and maintains the County’s Geographic Information System, including GIS databases, parcel data, mapping layers, and related applications. This position develops and analyzes geographic data, creates maps and other GIS products, and provides technical support and training to County departments and other users. This position also supports parcel mapping, 911 addressing, GIS data requests and other projects involving geographic and property information. 

The incumbent is responsible for the quality and timeliness of assigned work. Work is performed independently under the general supervision of the Assistant Highway Engineer.  
Duties/Responsibilities
  1. Administers and maintains the County's GIS system and provides GIS consulting, technical support, and solutions to County departments.
  2. Develops, maintains, and updates GIS databases and geographic data, including, parcel boundaries, drainage information, E911 layers, and other County data.

  3. Compiles, organizes, edits, analyzes, and verifies GIS data from maps, GPS information, surveys, legal documents, photographs, field data, which may include field work data collection, and other sources to ensure accuracy and date integrity. 

  4. Maintains GIS and GPS hardware, software, field equipment, and related technology; assists with identifying system, software, and equipment needs.

  5. Creates maps, aerial views, drainage profiles, as-built drawings, layouts, graphs, charts, and other GIS products using ArcGIS, CAD, and related software.

  6. Provides GIS data, maps, custom reports, and technical assistance to County departments, outside agencies, and the public as appropriate.

  7. Performs and supports parcel mapping activities, including property splits and combinations, boundary changes, parcel history, and related property records; reviews survey information, legal descriptions, recorded documents, and other source materials to ensure accurate parcel mapping.

  8. Prepares and distributes GIS data in response to data requests and maintains systems used for data sharing and access.

  9. Plans, coordinates, and completes GIS projects, including establishing project workflows, coordinating resources, providing training, and supporting consistent GIS practices across County departments. 

  10. Participates in GIS user groups, technology initiatives, and related activities to promote effective use of GIS resources and coordination of GIS services. 

  11. Performs other related functions as apparent or assigned.

Qualifications
This position requires an associate’s degree in Geographic Information Systems (GIS) with four years of related experience or a bachelor’s degree in GIS with two years of related experience. Equivalent combinations of education and experience may be considered.
Knowledge Skills & Abilities
  • Ability to communicate effectively, orally and in writing,
  • Ability to develop and calculate complex mathematical formulas involving proportions, trigonometry and geometry;
  • Extensive knowledge of Microsoft Office, GIS programs, ESRI GIS Software, AutoCAD, and other packages used for GIS, Asset Management and crash mapping;
  • Ability to read and understand property legal descriptions, survey drawings and land maps;
  • Ability to use technical measuring equipment for measuring distance, elevation;
  • Ability to differentiate between public and confidential information;
  • Capable of performing tasks independently, with attentiveness to detail and in an organized proficient manner.
  • Able to problem solve using sound professional judgement.;
  • Good public relations skills - answering phones, assisting customers, gathering information for other agencies and the public, taking messages;
  • Ability to establish and maintain effective working relationships with others.
