Job Description
Under general supervision, the Geographic Information Systems (GIS) Analyst will report to the Geospatial Systems Principal under the Infrastructure Information Management (IIM) Section and will be responsible for assisting with the implementation and maintenance of the Enterprise GIS system architecture while providing spatial analysis, mapping, and application development. This role will be vital in advancing the airport’s GIS capabilities, supporting critical operations, and driving innovation with a collaborative, high-performing, awarding-winning GIS team. Additionally, the analyst will collaborate with stakeholders to address business needs.
The essential functions of this position include, but are not limited to the following:
- Assist with implementation, and optimization of the Enterprise GIS system architecture.
- Develop, deploy, and maintain GIS ESRI-based applications to enhance functionality and usability for internal and external stakeholders.
- Create and maintain automated ETL spatial data processes to streamline data integration and improve operational efficiency.
- Integrate real-time geographic streaming data into decision engines and applications.
- Maintain enterprise GIS data, ensuring accuracy, consistency, and adherence to quality control standards through QA/QC operations and automation.
- Collaborate with stakeholders to identify GIS business needs and deliver customized solutions that enhance operational effectiveness.
- Provide GIS analytics and solutions to support major airport projects and initiatives.
- Conduct field surveys to collect and validate data on airport infrastructures, ensuring comprehensive and accurate records.
- Co-create integrated solutions and processes with BIM Integration Team members under IIM.
- Supervise GIS interns by assigning tasks, setting priorities, and ensuring timely completion of team objectives.
- Provide GIS support to airport teams, participate in departmental meetings, and foster collaboration to drive continuous improvement.
- Performs other functions outlined in the 1052-IS Business Analyst.
Nature of Work: The normal work period is Monday through Friday, however, you will be required to report to work during emergency situations including weekends, evenings, and holidays to facilitate airport emergency support operations.
Qualifications
Minimum Qualifications:
1. Education: An associate degree in business administration, public administration, information systems, economics, finance, computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field].
AND
2. Experience: One (1) year in the information systems field, including technical support, content management, administration of network applications or system analysis.
Education Substitution:
- Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field;
OR
- Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.
Special Condition: GIS Applications and Tools Experience (12 months): Verifiable and recent experience within the last five (5) years in Geographic Information System (GIS) using ESRI products (Arcview, ArcInfo, ArcGIS, MapObjects, ArcIMS) performing analysis, design, development, testing, implementation, and production support for GIS applications.
The above minimum qualifications reflect special conditions associated with the position(s) to be filled. They may differ from the standard minimum qualifications associated with this classification.
One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications:
The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.
- Experience in developing, deploying, and maintaining custom GIS ESRI-based applications, with a focus on automation and enhanced user functionality.
- Experience in creating and maintaining automated ETL processes using FME, managing large datasets, and ensuring data quality through robust QA/QC operations.
- Experience working with GIS applications in a large hub, complex commercial/industrial environment.
- Experience in the integration of BIM and GIS solutions, processes and standards.
- Experience collaborating with cross-functional teams, including engineers, planners, environmental scientists, and IT specialists, to ensure GIS solutions align with project goals and organizational objectives.
- Experience engaging with stakeholders to identify GIS business solutions, translating needs into actionable plans, and fostering strong cross-functional relationships.
- Knowledge of programming languages such as Python, Arcade, SQL, and JavaScript, particularly for GIS application development and automation.
- Demonstrable experience with real-time spatial data integration, analysis and mapping.

Selection Procedures:

Supplemental Questionnaire Evaluation (Weight: 100%) Candidates who meet the minimum qualifications will be sent a Supplemental Questionnaire (Training and Experience (T&E)). The Supplemental Questionnaire is designed to measure the knowledge, skills and abilities required for this position. All candidates’ responses to the Supplemental Questionnaire are subject to verification. All relevant experience, education and/or training must be included in the responses in order to be reviewed in the rating process.
A passing score on the Supplemental Questionnaire must be achieved in order to be placed/ranked on the eligible list. Candidates will be placed on the eligible list in rank order according to their final score.

Transportation Security Administration (TSA) Security Clearance:
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be six (6) months and may be extended with the approval of the Human Resources Director.
