The Position

The East Bay Regional Park District is a system of beautiful parklands in Alameda and Contra Costa counties to the east of San Francisco. THE OPPORTUNITY: 
The Park District is currently recruiting for Geographic Information System (GIS) Technician to fill two (2) vacancies in the Park District's GIS Services Unit. These positions are headquartered at the Park District’s Administrative Office, 2950 Peralta Oaks Ct., Oakland. The hiring pools established from this recruitment will be used to fill the current vacancies and additional vacancies that may occur during the one-year life of the hiring pools.  
 
WHAT YOU’LL BE DOING:
Under general supervision, assists with providing multi-level support for the Geographic Information System; and performs related duties as assigned.

IDEAL CANDIDATE:

  • Proficient with ESRI’s ArcGIS Pro
  • Ability to develop GIS applications, dashboards and Story Maps
  • Familiar with ESRI’s Field Maps and Survey 123
  • Can multitask and work on a variety of projects
  • Can problem solve
  • Can acquire or currently have a Remote Pilot Certificate (Part 107) from the FAA
Essential Functions

Supports District-wide GIS projects in the areas of GIS database development and maintenance, cartography and design, map production, web-based mapping applications and presentations, general data geoprocessing and analysis, and GPS data collection; assists with system administration application customization; assists with the production of presentation graphics; performs data analysis, collects, digitizes and enters data, as well as develops and updates databases; prepares the layout and design of a variety of maps and graphics; designs, digitizes, implements, and manages GIS software applications for production of paper and digital maps; develops, creates, and updates GIS layers consistent with existing standards; stays abreast of current GIS technology and software; performs data management including data validation and correction, queries and editing in GIS.

OTHER FUNCTIONS & DUTIES:
Assists with researching, downloading, and maintaining outside agency GIS datasets; and performs related duties as assigned.

Minimum Qualifications

Education: A Bachelor’s degree from an accredited college or university with major course work in geographic information systems, geography, planning, or a related field,

AND

Experience: One year of work experience in GIS, primarily using ESRI software.          

KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of: basic principles of GIS including its uses, applications, and programming; ESRI software extensions; GIS hardware, software, and field use considerations; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.

Ability to: work with ESRI’s application customization; operate office equipment including computers and supporting word processing, spreadsheet, and database applications; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work at all levels, including a culturally diverse general public, with a focus on quality service to internal staff and external customers.

CONDITIONS OF EMPLOYMENT:

  • Must be able to pass a Level 1 background check which includes:  employment history verification, employee reference check, education or certificate verification, Department of Justice fingerprinting, and criminal history review.
  • Possession of a valid California Class C Driver’s License may be a condition of initial and continued employment. 
Additional Information

UNION AFFILIATION:
AFSCME: East Bay Regional Parks Employees, Local 2428, American Federation of State, County & Municipal Employees (AFSCME), AFL-CIO, represents this classification. Wages, hours, and other terms of conditions of employment are covered in a Memorandum of Understanding (MOU) between the Park District and Local 2428.  The probationary period for this classification is nine (9) months.

Internal Promotions: Placement shall be made at the first step in the salary range for the new position (Step A) unless the salary rate at Step A of the new position is less than a 5% increase. In such instances, the employee will be placed at a step in the new salary range that ensures at least a 5% increase.
