Information Technology Manager – Geographic Information System (GIS) Manager 

Office of Information Technology (OIT) 

 

 

Job Summary:  

The St. Johns River Water Management District is an environmental agency whose work is focused on ensuring a long-term supply of drinking water, and to protect and restore the health of water bodies in the District’s 18 counties in northeast and east-central Florida. Job duties include: 

  • Supervises and develops GIS Section staff. Establishes performance expectations, assigns and reviews work, and provides coaching and mentoring. Ensures consistent service delivery, manages workload distribution, and supports professional development, cross-training, and a collaborative team culture aligned with OIT goals.
  • Manages GIS operations and service delivery. Oversees the daily operation of the District’s ArcGIS Enterprise environment in coordination with other OIT teams. Ensures reliability and performance of GIS services, applies standard publishing and metadata practices, and monitors service trends and support needs.
  • Leads GIS governance, data standards, and quality assurance. Establishes and maintains enterprise GIS standards, governance practices, and supporting documentation. Oversees updates to authoritative GIS Library datasets, ensures metadata accuracy, and aligns data maintenance with District program needs. Identifies and implements opportunities for automation and workflow improvement.
  • Coordinates GIS projects, resources, and procurement. Develops scopes, work plans, and technical specifications for GIS projects and contracts. Manages resource allocation, vendor deliverables, budgets, procurement actions, and project documentation within the District’s project management system.
  • Represents GIS capabilities and provides technical coordination. Serves as liaison with internal programs and statewide partners. Communicates GIS capabilities, project updates, and technical information to both technical and non-technical audiences.

 

Knowledge Of: 

  • Enterprise GIS concepts, including ArcGIS Enterprise environments, enterprise geodatabases, publishing workflows, and metadata standards; Geospatial data governance, lifecycle management, QA/QC, and documentation practices; Supervisory principles and performance management; Project planning, procurement, and contract management.

 

Skilled In: 

  • Leading and developing technical teams, managing workloads, and setting clear expectations; Operating and maintaining enterprise GIS systems, and supporting reliable service delivery; Establishing and implementing GIS standards, governance procedures, and workflow improvements; Prioritizing and managing competing requests from multiple business units; Writing scopes of work, managing vendors, and coordinating project activities; Communicating technical concepts clearly to diverse audiences.

 

Ability To: 

  • Build and maintain a high-performing GIS team aligned with organizational goals; Make informed decisions on GIS systems, data standards, and technology adoption; Analyze operational needs and develop improvements based on data and service metrics; Coordinate effectively across departments, programs, and agencies; Communicate clearly in verbal and written form with both technical and non-technical stakeholders; Manage multiple projects, maintain documentation, and ensure timely, high-quality deliverables.

 

 

Minimum Qualifications: 

A bachelor's degree from an accredited college or university in computer science or an information technology related bachelor’s degree and eight years of experience in programming and system design.  

 

An advanced degree may substitute for a portion of the required experience. Professional computer science or information technology experience as described above can substitute on a year-for-year basis for the required college education. 

 

Physical Requirements/Working Environment: 

General office environment; some travel (occasional weekend and evening work), hours worked over 40 in a single week earn comp time. 

 

Licenses: 

Valid State of Florida Driver’s License. 

 

 

Additional Details: 

Starting Salary Range: $88,462.40 - $115,003.20 

Starting salary is based on qualifications and experience.
