Geographic Information System Analyst III (SR-20)

Got the basic GIS skills down and ready for a challenge? Then this position is for you. The Honolulu Board of Water Supply, Information Technology Division is looking for a GIS Analyst III who can design and produce moderately difficult and complex thematic map data and applications.  This position supports the Honolulu Board of Water Supply's GIS program by assisting with:

  • designing and maintaining the Honolulu Board of Water Supply's GIS database; 
  • designing, developing, and testing custom and third-party GIS tools and extensions;  
  • designing and producing maps of moderately difficult and complex with the GIS software; and
  • GIS database quality control.

Minimum Qualification Requirements
At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.

Equivalent to graduation from a regionally-accredited college or university with a bachelor's degree in physical or natural science, geography, engineering, planning, computer science or a related field.

  • Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.

Substitution:  Work experience may be substituted for the bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.

One year of experience using GIS software in the design and production of thematic maps and other applications.

Such experience must have demonstrated knowledge of the concepts and principles of:

  • geography as it applies to GIS; 
  • mapping, cartography, surveying and photogrammetry; 
  • GIS and relational database management concepts and theories; 
  • operations, characteristics and capabilities of various types of GIS computer and peripheral equipment;
  • GIS and relational database management concepts and theories. 

You must have the ability to:

  • analyze, correlate and evaluate thematic map data and records; and 
  • prepare maps, graphics, data printouts and written reports.
  • Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope,
  • level and responsibility as to conclusively demonstrate the ability to perform the duties of the position.

Possession of an appropriate valid driver's license, as required.
