Job Summary

Provide advanced analysis, programming, and testing to support the City’s Geographic Information System (GIS) through maintenance of user and operating software, network administration, hardware acquisition and maintenance. 

Overview

The Geographic Information System Analyst III provides advanced professional journey level analysis, programming, and testing to support the City’s Geographic Information System (GIS). Maintains user and operating software, performs network administration, acquires hardware, and performs various maintenance.

Essential Functions

1 Provides daily operational support to departmental GIS users; troubleshoots GIS application problems and provides leadership for other analysts, technicians, customers, and department troubleshooting GIS and related queries.

2 Creates, designs, and implements various maps, GIS numbers, and property descriptions for planning, utilities, and other departments; acts and serves as systems manager for the distributed work-station design to ensure that the systems and networks remain accessible to all users.

3 Develops and creates web applications using HTML, CSS, JavaScript, jQuery, ESRI's JavaScript API, Python, and Django; modifies and maintains existing GIS applications and software to improve system efficiency; writes and modifies programs and documentation, tests, debugs, and assists in teaching users how to use newly developed or refined software.

4 Provides programming, coding, testing, and analysis to support the continual development and refinement of the City’s geographic information systems; ensures quality of other GIS Technician projects and provides feedback for improvement.

5 Prepares technical and operational reports relative to geographical information models and problems; delivers updated zoning and property description information and checks GIS numbers related; amends dockets, maps, and other exhibits to deliver the most accurate analysis.

6 Provides guidance to technicians on projects; trains and assists GIS analyst and technicians on the effective use of databases, software, and other GIS equipment and tools.

7 Coordinates with department divisions to develop GIS databases for their facilities; prepares reports for construction site inspections, industrial facility inspections, and outfall inspections; drafts performance measure reports; maintains sanding and sweeping routes and regularly updates maps and requirements.

8 Assists in specification development, acquisition, installation and maintenance of software, hardware, and network materials to ensure smooth deployment of the GIS; provides daily, operational support to end user and systems in all areas of GIS deployment and use.

9 Analyzes current and future software and hardware needs to determine modifications, additions, and deletions to existing system; makes recommendations to improve system reliance and performance.

10 Creates advanced reports as required based on GIS databases, customer activities, applications submitted, department activities, and other GIS related work.

11 Performs any and all other work as needed or assigned.

Knowledge and Skills

1 Knowledge of graphics and mapping techniques and procedures.

2 Knowledge of GIS applications for mapping, notification, and zoning uses.

3 Knowledge of zoning and land use management including property descriptions.

4 Knowledge of analytics and methods of analysis.

5 Knowledge of systems analysis techniques and relational database systems.

6 Knowledge of computer programming and ability to use geographic information software.

7 Knowledge of various software for use in graphics and mapping projects.

8 Knowledge of City of Dallas zoning ordinances.

9 Knowledge of project management and project coordination.

10 Ability to lead and assist other analysts and technicians ensuring quality delivery of services and GIS data.

11 Ability to make field observations.

12 Ability to operate reproduction equipment.

13 Communicating effectively verbally and in writing

14 Establishing and maintaining effective working relationships.

Minimum Qualifications

Education

Bachelor’s degree or higher in Geography, GIS, Planning, Computer Science, Information Systems, Science, Technology, Engineering, or Math field.

Experience

Two (2) years of experience designing and/or implementing of geographic information systems (GIS).  

Equivalencies

  • High school diploma or GED plus six (6) years of the required experience will meet the education and experience requirements.
  • An associate degree in any field plus four (4) years of the required experience will meet the education and experience requirements.
  • A bachelor’s degree or higher in a non-specified field plus two (2) years of the required experience will meet the education and experience requirements.
  • A valid GIS certification will substitute for one (1) year of the required experience. 

Licenses and Certifications

  • Valid driver's license with good driving record
