Job Announcement
We are seeking an enthusiastic GIS professional that is passionate about leveraging spatial analysis, tools, and technologies to help support and improve the agency’s mission: “To promote livable communities which enhance the quality of life for the present and the future”. This position serves as an innovative team member in the Information Technology division of the department. This requires a skillful use and application of various leading-edge GIS tools and technologies that support the presentation, analysis, and visualization/depiction of proposed land use development. Under general direction from the DPD GIS Program Manager, the GIS Spatial Analyst III will provide technical leadership and expertise in the development and sustainment of Geographical Information Systems (GIS) applications and data supporting the DPD charter and business objectives.

The successful incumbent will:

  • Perform advanced level GIS work with multiple, evolving projects that integrate agency data and systems.
  • Provide guidance and direction on countywide GIS initiatives as a member of various GIS governance committees, serve as a GIS SME.
  • Communicate with agency and GIS leaders to assess needs and develop priorities.
  • Perform data engineering work.
  • Provide data visualizations using ESRI, Tableau, Excel, etc.
  • Gather and analyze user requirements, develop project plans, iteratively execute in collaboration with critical stakeholders, and transition projects into an operational state.
  • Interface with other agencies to determine appropriate GIS applications and methods to solve business needs.
  • Provide complex spatial analysis using custom and industry leading ESRI solutions.
  • Provide advanced GIS data engineering/management (acquire and process data, create system and process flow charts, data mapping diagrams).
  • Define system/database requirements for spatial applications.
  • Recommend and develop database enhancements for GIS data layers.
  • Establish standards and methods for GIS application development, data layer creation, and GIS system administration.
  • Prepare training materials and train agency staff in the use of GIS tools and applications.
  • Provide technical support for complex hardware & applications problems.
  • Serve as a liaison between users and vendor technical support on complex GIS issues.
  • Create and present GIS information to senior management, board members and the public.
  • Maintain a high level of knowledge in GIS tools, utilities, databases, and capabilities.
  • Other duties as assigned. 

Note: In accordance with current Fairfax County telework and personnel policies, this position is eligible for partial telework.  Telework enrollment and continuance are subject to supervisor approval and County policy.

MINIMUM QUALIFICATIONS:

Bachelor's degree in computer science, geography or related field which included coursework in Oracle and/or another complex database platform; plus two years of experience in working with and developing systems utilizing GIS platforms such as ESRI’s ArcGIS Desktop or Server software suites; or performing GIS modeling (e.g., relationship classes, topologies, 3-D, object, data) and spatial analysis (e.g., proximity analysis, image analysis, routing analysis). 

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Bachelor’s and/or master’s degree in GIS, geography, computer science, or related field.
  • Four or more years of progressively responsible professional experience managing and leading geospatial projects and tasks including stakeholder engagement, requirements gathering and analysis, scope development, iterative development, and delivery, change management, training delivery, acceptance and closing, and operational sustainment.
  • Demonstrated experience creating, editing, consuming, presenting, and visualizing data.
  • Experience editing and curating data for use in GIS layers, visualizations, and GIS applications.
  • Experience creating and publishing data using visualization tools such as Tableau, ERSI, Applications, Power BI, etc.
  • Demonstrated experience using GIS for complex spatial analysis projects.
  • Experience with Desktop GIS (ArcGIS Pro, ArcMap, ArcCatalog) including related extensions (Spatial Analyst, Network Analyst) and ESRI geodatabases (File, Enterprise).
  • Experience with Web GIS (ArcGIS Online, ArcGIS Enterprise, Portal, Server) including creating GIS web applications through tools such as Experience Builder for ArcGIS.
  • Experience implementing web solutions based on project type and purpose (Survey 123, Story Maps, Experience Builder, Dashboards).
  • Experience developing and designing GIS datasets including geodatabase schema, structure and documentation.
  • Knowledge of relational databases (SQL Server, Oracle, PostgreSQL).
  • Knowledge of scripting & automation techniques in GIS (Python, SQL and ModelBuilder).
  • Knowledge of data mapping, data analytics, and data statistical analysis.
  • Experience developing and providing end user technical training.
  • Advanced proficiency in Microsoft Excel. 
  • Excellent communications skills and the ability to communicate complex GIS system and analytical concepts to both technical and non-technical people effectively and clearly.
  • Ability to work well with others in a team environment and to work independently with little supervision.
  • Certified GIS Professional (GISP) 

PHYSICAL REQUIREMENTS:
Work is based in a standard office environment using standard office equipment. Ability to enter and retrieve data using a computer keyboard. Ability to make verbal and written presentations. All duties performed with or without reasonable accommodations.
