The City of Colton Electric Department has an immediate opening for an Engineering/GIS Technician. The first 50 applications received or close on October 10, 2025 whichever comes first. Please apply ASAP.


DEFINITION:
Under general direction, performs the full array of duties assigned in the Engineering series including performing specialized technical work in the operation of GIS (Geographic Information System); performs CAD drafting; assists designer with planning and implementing new projects; supports the inspector with various duties in the field; GIS data entry; performs a variety of other tasks in support of assigned area of responsibility.

DISTINGUISHING CHARACTERISTICS:
The Engineering/GIS Technician is the journey level class responsible for performing moderately complex work related to the electric utility engineering projects and GIS.

Essential Functions

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties. 

  • Performs work for office and field engineering.
  • Provide GIS support for electric utility department, and as-built design drawings.
  • Generate high quality cartographic layouts for specific projects, and meetings.
  • Create and maintain AutoCAD drawings and system maps.
  • GIS data entry, quality control checking and maintenance; data capture in the field; digitizing new data, input attribute data and create associated documentation.
  • Evaluate assigned work projects; estimate time, materials and equipment necessary for the successful completion of the project; acquires necessary resources as is appropriate.
  • Prepare construction plans, work orders, and specifications for the installation of underground and overhead electrical distribution systems.
  • Ensure adherence to safe work methods, procedures and practices.
  • Identify training opportunities and needs; make recommendations to management.
  • Respond to questions and concerns from the general public; provide information as is appropriate or make referrals to appropriate staff members and resolves service complaints.
  • Field locate underground electrical facilities under close supervision.
  • Field check drawings marked up as built by field crews under close supervision.
  • Supply engineering support to field crews.
  • Verify proper construction practices, physical clearances, and work progress in the field.
  • Field check completed work for conformance with design drawings and specifications, annotate drawings to show changes made in the field.
  • Spot single-phase residential meters, commercial meters, and switchgear based on standard utility requirements under supervision.
  • Understand and interpret customer information to determine general requirements and needs for electrical services.
  • Verify proper mandrelling of conduits, for proper depth and bedding of material.
  • Prepare reports for the Southern California Joint Pole Committee and various other reports as needed.
  • Assists in preparing cost-control reports for various department capital projects.
  • Maintain prompt and regular attendance.
  • Perform other related duties as required.
Qualifications

TRAINING AND EXPERIENCE:
A typical way to obtain this knowledge and abilities would be: 

Education: A high school diploma or equivalent is required. Two (2) years of college level coursework in a fully accredited college or university with a major in GIS, engineering, or a related field.

AND


Experience: Two (2) years of experience as a GIS Technician or performance of related work in engineering or a related field. 

SPECIAL REQUIREMENTS:

  • Possession of a valid California Class "C" driver's license issued by the California State Department of Motor Vehicles.
  • Possession of, or ability to obtain within one year from the date of hire, a Geographic Information Systems Certificate.
Additional Information

Knowledge of:
ESRI product line inclusive of ArcView, ARC/INFO, MapObjects, ArcExplorer. AutoCAD software product line. GIS concepts, cartographic methods, and spatial analysis techniques.  Engineering principles relating to geographic issues. Municipal organizations and functions. Complex principles and practices of a Utility Department. Applicable Federal, State, and local laws, codes and regulations. Occupational hazards and standard safety practices. Methods and techniques for basic report preparation and writing. Methods and techniques for record keeping.

Ability to:
Work independently. Courteously respond to community issues, concerns and needs. Apply applicable laws, codes and regulations. Understand and follow instructions. Establish and maintain effective working relationships. 

Skill to:
Effectively utilize tools of the trade. Operate computer and applicable software. Operate a motor vehicle on city streets.

ADDITIONAL INFORMATION:

The candidates with the most desired qualifications and that best meet the city's needs will be invited to participate in the Oral Board Interview process. Candidates successful in this process will have their names certified to an eligibility list. This list is valid for one (1) year.
