The City of Torrance is recruiting for Engineering Technician I to be part of the Community Development Team! 

 

The Department
The Community Development Department delivers a wide variety of programs and services related to planning, building and safety, code enforcement, affordable housing, neighborhood improvement, and historic preservation to help create and maintain more safe, sustainable, and livable neighborhoods.

The Division
The Engineering Services Division provides plan checking and permitting services for construction work proposed in the public right of way to ensure high quality public improvements (specifically non-capital improvement related work).  Land development services and information are also available from the Engineering Division. The division is supported by the GIS team which provides infrastructure information, aerial imagery and geographic information.

The Position
As the entry level class in the technical series, the Engineering Technician I (GIS) works under immediate supervision, performing variety of routine technical duties in maintaining and supporting City and departmental geographic information systems (GIS) and GIS databases; uses standard GIS tools and generates standard GIS products.
 
The Engineering Technician I (GIS) performs duties primarily focused on GIS data creation and maintenance to support departmental and City-wide geographic information systems capabilities. Incumbents utilize standard GIS tools and utilities to enter and correct data in GIS databases, researching a variety of source documents to verify data accuracy and completeness, and to generate standard GIS products including maps. Work assigned involves proficiency in the use of basic to standard GIS software, tools and utilities to carry out assignments ranging from basic to routine and is performed following specific and detailed instructions as to methods, procedures and guidelines.

QUALIFICATION GUIDELINES

Education and Experience
Any combination of education and experience that would have provided the required knowledge and skills is qualifying.  A typical way to obtain the knowledge and skills would be:
 
Equivalent to graduation from high school, including or supplemented by courses in algebra, geometry and trigonometry and one to two years of experience in civil engineering or related drafting work, surveying work or customer service/permitting work.
 
Vocational training in drafting or computer-aided design and drafting is desired.

License and/or Certificates
Must possess and maintain an appropriate, valid driver's license.

Ideal Candidate
Successful candidates will possess the following:

  • Experience with ArcGIS desktop or ArcGIS Pro;
  • Working knowledge of basic principles, practices and techniques of GIS applications, cartographic principles, and design and database management gained from formal training and/or work experience;
  • Demonstrated skill in accurate record keeping with strict attention to detail;
  • Ability to organize and maintain efficient files and records;
  • Strong working knowledge of computer systems and digital technologies;
  • Ability to work independently in a fast-paced and demanding environment; 
  • A high degree of initiative and resourcefulness; 
  • Exceptional customer service and interpersonal skills; and
  • Ability to effectively handle multiple projects and constantly shifting priorities.

Only those candidates who best meet the City and Department's needs will be invited to participate in the examination process which will consist of the following components:

Panel Interview: Weighted 100% (Tentatively scheduled on May 26, 2026.)
Department Interview: Tentatively scheduled for the week of June 8, 2026
 
The tentative test dates will be based on a sufficient number of qualified applications received by the first review date. If a sufficient number of applications are not received by the first review date, there is the possibility that the test date may change to a later date.
