Salary/Pay Rate:  $54,721.59 - $85,425.60 annually

Job Summary

Organizes and maintains hard copy and electronic engineering plan files and utility grid map files.  Reviews construction plans, plats, and specifications for conformity with the City’s standards.  Updates specifications and details.  Assists Managing Director of Engineering & Construction and Project Manager with workloads.  Assists citizens, contractors, and the general public with record documents such as plats, plans, maps, details, and specifications.   

Essential Job Functions

 1.       REVIEWS plats, site plans, and zoning exhibits for conformance with Hurst Codes on Subdivision Rules & Regulations.  

 2.       REVIEWS engineering plans for conformance with Hurst engineering design standards and good engineering design practices. Responsible for routing plans through other divisions for review and comment.  

 3.       PERFORMS various calculations for the in-house design of water, sanitary sewer, storm drainage and/or paving projects.  

 4.       PROVIDES assistance with design of in-house project construction plans while coordinating with engineering staff.

 5.       PARTICIPATES in reviewing the work of surveyors, appraisers, and engineers.   

 6.       ASSISTS the Managing Director of Engineering & Construction and Project Manager in right-of-way and easement acquisitions.  

 7.       UTILIZES the latest version of AutoCAD and CAD-Overlay in the preparations of various City maps, engineering plans, details, charts, topographic information, and ortho photography.  

8.        PROVIDES customer service in person or on the phone and is able to answer engineering questions relating to manuals, standard specifications, existing infrastructure, franchise utilities requirements, and construction permits.  

9.        PERFORMS minor field surveying.  

10.      ENTERS data into spreadsheets and creates graphs.

11.      ORGANIZES and maintains engineering plan files and electronic laserfiche database for private development and city projects.

12.      ORGANIZES and maintains water, sanitary sewer, and storm drain utility maps in ESRI GIS database.

Other Important Job Functions

1.          Inspects project sites prior to construction when evaluating plans during review process.  

2.          Visually inspects survey areas to verify results and/or features.  Visually inspects streets, utilities, etc. in all stages of construction under all weather conditions, as needed.  

3.          Researches right-of-ways, easements, plats, and utilities necessary for engineering design.  

4.          Prepares, files, and retrieves a variety of engineering maps, documents and records.  

5.          Transports documents to and from outside parties and other departments.

6.          Assists other departments and coworkers as needed.  Assists GIS Administrator as needed.

7.          Issues Public Works construction permits as needed.

8.          Performs other related duties as requested.

Skills, Knowledge and Abilities

1.        Knowledge of general engineering  and surveying practices and principles in the areas of drainage, traffic, water, wastewater, and streets.

2.        Knowledge of computer-aided drafting software, such as AutoCAD and ESRI GIS software.

3.        Ability to effectively communicate orally and in writing.

4.        Ability to read and interpret project plans and specifications.

5.        Ability to follow oral and written instructions.

6.        Ability to effectively and politely respond to citizen complaints.

7.        Ability to read legal descriptions.

8.        Ability to work effectively with the public and co-workers.

9.        Ability to visually inspect sites under construction, such as sidewalks, channels, etc.

Minimum Education, Certification, and Experience Requirements

Associate's degree in Engineering or Construction Technology (or related field) and four years experience or an equivalent combination of education, training, and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the job.   Valid State of Texas Driver's License and good driving record required.
