Summary
This position is being announced under FEMA's Cadre of On-call Response/Recovery Employee (CORE) Program. This is a temporary appointment in the Excepted Service, not to exceed 2 years, with the option to extend based on workload and funding availability. Veterans Preference does not apply to the CORE selection process.

EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

In this position, you will be review data for quality, relevance, accuracy and appropriateness in alignment with agency policy, guidelines, missions, and relevant laws:

  • Collecting data from internal and external stakeholders to develop and update geospatial products such as incident maps; reference maps; quantitative and qualitative thematic maps; and interactive web map products;
  • Coordinating with inter- and intra-agency partners to identify geospatial requirements, improve existing business processes, reduce potential conflicts, and eliminate redundant efforts;
    Supporting incident-, and regional-level planning and decision-making by developing geospatial products and services.
  • Promotion Potential: Positions filled under Stafford Act regulations generally do not have documented promotion potential; however, dependent on an employee’s ability to perform higher level duties, the continuing need for an employee to perform work associated with a higher level position, and administrative recommendation and approval, promotions may be earned by CORE employees.

Travel Required
Occasional travel - Occasional non-emergency travel may be required. Occasional emergency travel may be required as needed.

Qualifications
The qualification requirements listed below must be met within 30 days of the closing date of the announcement.

To qualify for this position at the IC-12 ($81,077) level, your resume must demonstrate at least one full year of specialized experience equivalent to the IC-11 level in federal service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of the following specialized experience:

  • Conducting data analysis of Geospatial Data;
  • Preparing maps with Geospatial Data software applications;
  • Utilizing shared systems and databases with geospatial data.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and provides valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
