DWR - GIS Analyst (PSRS II)

The purpose of this position is to help create, analyze, publish and maintain DWR Official GIS Datasets for the entire State and support DWR staff through technical analyses and GIS expertise. In addition, this position will provide GIS services to the division, including performing specialized custom GIS mapping projects which requires knowledge about various aspects of water administration.  

  • Specific job duties include but are not limited to:
  • This position would be required to assist in the development, analysis, publication and maintenance of irrigated lands datasets, which are a component of the DWR Official Datasets.
  • This position will review all available State Engineers Office data to determine and capture the correct alignment of irrigation ditches in relation to the irrigated parcels they serve.
  • Decides irrigation extents, crop type, irrigation practice and acres of irrigated land when providing irrigated lands support. 
  • Determine, from the best available data sources, the correct alignment of an irrigation ditch system and delineate and assign attributes properly.
  • Research and identify the location, alignment, extents, name and flow direction of water right sources using available data and add GIS information for such sources. 
  • This position will assist in special GIS analysis projects as necessary and requested by other DWR staff.
  • Research an area in question, determine available historical imagery, orthorectify the imagery for use in GIS software and deliver the completed analysis to the division engineer.

Other duties as assigned.

Minimum Qualifications:

  • Six (6) years of work experience assisting engineers, scientists, or technicians with work related to engineering or physical science, which involves the use of GIS data to evaluate spatial natural resources data.
    OR
  • Two (2) years of experience in an occupational field relevant to the work assigned to the position.
    AND
  • Bachelor's degree from an accredited institution in a field of study relevant to the work assignment.

Substitutions:
Additional appropriate education will substitute for the degree requirement on a year-for-year basis.

Preferred Qualifications:

  • Current or former State experience relevant to this position.
  • Knowledge and experience with Colorado water rights. 
  • Proficiency with ArcGIS Pro or ArcGIS Desktop.
  • Proficiency with ArcGIS Spatial Analyst.
  • Experience with Remote Sensing.
  • Experience with application of GIS to Water Rights and Water Resources Management. 
  • Experience with ArcGIS Enterprise.
  • Experience with Cartography or Data Visualization. 
  • Excellent public service skills. 
  • Proficiency with Google and Microsoft suites. 
  • Experience with MS 365 and/or Google Workspace tools. 
  • Proficiency in Microsoft Excel and/or Google Sheets. 
  • Other experience relevant to the use or management of water resources.

The current work arrangement for this position is as follows:

Hybrid schedule - after initial training period, working from a home office in combination with 2-3 days in the Denver Office (1313 Sherman St., Denver, CO) as worked out with supervisor.

Must be willing and able to possess and maintain a State of Colorado Driver's License
Must be willing and able to travel occasionally within Colorado to Division offices.
