Flagstaff Water Services is seeking a motivated and forward-thinking Digital Asset Program Manager to lead the city’s digital transformation of water, wastewater, reclaimed water, and stormwater operations. In this integral role, you will leverage your experience with geospatial technologies, CMMS, and field work to enhance the way we manage and utilize our water systems. EXAMPLES OF THE WORK PERFORMED (ILLUSTRATIVE ONLY)

  • Provides excellent customer service to both internal and external customers.
  • Oversees and supervises the work of Digital Asset program services personnel by providing direction in daily work activities and assignments. tracking project status, and budgeting
  • Acts as a Water Services Division liaison with the IT Section’s GIS Manager and Help Desk personnel 
  • Manages and implements Digital Asset Management and Water Services geospatial data management related projects, by developing and delivering workflow documentation, data requirements, data quality, data mapping and transformation, data migration and reconciliation and testing scenarios
  • Develops data collection and evaluation methodologies, including format design, project criteria and requirements, data compilation, relevancy and usage
  • Educates and trains on proper data collection processes
  • Participates in research, analysis, and coordination within Water Services sections to determine operational and budgetary needs 
  • Helps to identify and recommend emerging technologies and makes recommendations for the improvement and advancement of technical services and operational procedures for Water Services
  • Maintains confidentiality and security with data access
  • Performs research, tests, and recommends modifications/customizations and updates of Water Services Digital Asset Management software
  • Works directly with clients and vendors on complex issues providing quality customer service
  • Develops Water Services Digital Asset Management goals and objectives to meet organizational needs; implements operating procedures and evaluates progress
  • Develops, programs, and maintains the CMMS software and related databases, which is used to monitor and track maintenance and rehabilitation projects
  • Analyzes, evaluates, and forecasts operating performance based on collected data
  • Works with Water Services staff to determine their respective GIS needs and develops small scale departmental applications utilizing ArcGIS Online and ArcGIS Enterprise, using ESRI tools such as Field Maps, Operational Dashboard, Survey123, ArcGIS Insights, and Story Maps
  • Acts as the project manager on large projects, as required
  • Participate in cybersecurity audits to include federal, state, local agency review
  • Acts as the point of contact for all Water Services software and database issues for programs, including all field laptops and desktop applications
  • Provides front-line service to end-users on hardware and software related challenges
  • Assists with coordinating the annual technology replacement cycle including installation and decommission of hardware/software
  • Responsible for the administration of Water Services Digital Asset Management databases and software (i.e. CMMS, GIS, IIOT, Security) including troubleshooting system problems, installation, configuration, documentation, and updating
  • Assists with implementing and operating network security equipment (firewall, remote access, network intrusion prevention, and user authentication)
  • Responsible for configuring and installing network communication equipment needed in the use of CMMS (radios, modems, routers, managed switches, and uninterruptable power supplies)
  • Responsible for assisting with Water Service GIS, CMMS, IIOT and Security database administration, including installing and updating software
  • Assists with the maintenance of SCADA network server, updates, and installs all server-side software
  • Responsible for maintenance and support of the Water Service GIS, CMMS, IIOT and Security systems
  • Orders and updates all computer-based hardware for Water Services including the SCADA network 
  • Assists and consults on how the Water Service GIS, CMMS, IIOT and Security systems are setup for maximum efficiency and security
  • Formats SCADA databases to be compatible with other Water Services systems (GIS, WIMS, SAMS, CMMS, and Historian)
  • Conducts Water Service GIS, CMMS, IIOT and Security systems project management with understanding of planning, budgets, personnel, schedules, procurement, and implementation
  • Attends seminars, conferences, and courses related to asset management and GIS technology with regard to community operations
  • Responsible for creating and assigning tag naming conventions for Water Services assets for cross-platform integrations such as GIS, CMMS, IIOT, Citect SCADA, and more

Qualifications

MINIMUM REQUIREMENTS

  • Four (4) year degree in Geospatial Technologies, Computer Science, Information Systems, or related fields
  • Five (5) years of related on-the-job experience
  • Two (2) years of supervisory experience, if applicable
  • Or any combination of education, experience, and training equivalent to the above Minimum Requirements

DESIRED EXPERIENCE AND TRAINING

  • Experience working in a Microsoft Windows and Office environment
  • Direct experience with Esri ArcGIS Sever Enterprise Software including ArcGIS Server, ArcMap, ArcGIS Pro, ArcCatalog, Portal for ArcGIS and/or ArcGIS Online
  • Experience using Computerized Maintenance Management Software (CMMS) such as Cityworks
  • Basic scripting or programming experience (Python, Arcade, SQL, XML and/or HTML)
  • Experience with SQL Server database management and SQL Server Management Studio
  • Operational knowledge of all or some of the following systems: water distribution, sanitary sewer collections systems, stormwater open and closed systems, water production and/or reclamation facilities within an ESRI Enterprise GIS geodatabase
  • Knowledge of Trimble and ESRI GPS data collection technology and techniques
  • Experience installing, troubleshooting, and managing smart field (IIOT) devices such as sanitary sewer flow monitoring, water distribution and reclamation pressure monitoring, and stormwater open channel monitoring 
  • Experience troubleshooting, configuring, and managing CCTV software for sanitary sewer and stormwater closed system pipe inspections
  • Ability to manage ESRI ArcGIS Server Enterprise in an enterprise environment
  • Considerable skill in: responding to the GIS needs of Water Services operations and maintenance, comprehension of technical specifications for manual and computer aided/automated cartographic products, performing clean and accurate work, establishing and maintain working relationships with employees, colleagues, government officials, the public, and members of the professional community, and in oral and written communication
  • Experience and ability to work as independent project leader with minimal supervision
  • Experience with development and implementation of comprehensive infrastructure asset management programs
  • Ability to exercise independent judgment and initiative in applying standards to a variety of work situations
  • Ability to read a variety of reports, handbooks, maps, plans, plats, drawings, etc. 
  • Ability to prepare correspondence, reports, budgets, technical studies, forms, etc., using prescribed formats
  • Ability to prepare and present effective oral and written communications for professional and general public use 
  • Ability to frequently interact respectfully and sensitively with individuals and groups, including operations and maintenance personnel, elected officials and the public 
  • Ability to develop and maintain positive and productive relationships and achieve results 
  • Technically proficient as it relates to asset management concepts and principles 
  • Ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions, to interpret an extensive variety of technical instructions in mathematical or diagrammatic form, and to deal with several abstract and concrete variables
  • Ability to create and maintain clear and concise user documentation, training materials, and training classes
  • Ability to respectfully translate technical information to be easily understood by nontechnical personnel 
  • Ability to organize and prioritize multiple projects and deadlines

  • Must possess, or obtain upon employment, a valid Arizona driver’s license.
