Construction Service Technician - GIS Coordinator

GIS Coordinator

The purpose of the class is to render service to City Utility customers. The class is responsible for coordinating the service order requests in DPU and responding to customers and contractors. The class works according to some procedures, but decides how and when to do things under general supervision.

• Exercised: Classification typically does not supervise.
• Received: Typically reports to an Administrative Project Analyst or Program Manager.
• Note: Other reporting relationships may apply

Example of Duties:
The City of Richmond, Department of Public Utilities – Gas Distribution Division is seeking a qualified individual to fill the Construction Survey Technician - GIS Coordinator position.

Duties include, but are not limited to:

  • Collecting, documenting, and tracking inspections performed by the SCC (State Corporation
  • Commission) on any and all Department of Public Utilities' Gas Distribution work sites;
  • Collecting, monitoring, tracking, and documenting component/appurtenances failures of the natural gas lines;
  • Submitting a report on each mechanical fitting failure in accordance with CFR49.192.1009; mechanical fitting failures shall be submitted on Department of Transportation form PHMSA F-7100.1-2 IAW CFR49 part 191.12;
  • Reporting monthly in GIS system.

This position is considered an Essential Personnel, which means that the incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions or inclement weather.

This individual may be required to work nights, weekends, holidays or on-call as needed.

Qualifications, Special Certifications and Licenses:
Minimum Qualifications:

  • Requires high school diploma, GED or specialized advanced training;
  • Requires two years of experience;
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification;
  • May require possession of a valid State motor vehicle operator's license;
  • May require DOT certifications and testing.

Preferred Qualifications:

  • Technical Certification is a plus;
  • Experience with GIS Mapping and/or tracking systems;
  • Experience coordinating service and/or work order requests to perform work;
  • Experience reviewing and analyzing data;
  • Microsoft Office Suite (especially Excel);
  • Utilities Industry experience is a plus;
  • Valid Driver's License.

PHYSICAL AND DEXTERITY REQUIREMENTS: Physical and dexterity refers to the requirement for physical exertion and coordination of limb and body movement.

Requires sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis and routine keyboard operations.

ENVIRONMENTAL HAZARDS: Environmental hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

The job may risk exposure to dusts and pollen, wet or humid conditions, and traffic.

SENSORY REQUIREMENTS: Sensory ability refers to hearing, sight, touch, taste, and smell required by the job.

The job requires normal visual acuity and field of vision, hearing, and speaking.
