The Coastal Geospatial Data Analyst position within BCM's Coastal Services Division is responsible for providing spatial data development, editing, and analysis of coastal datasets. The analyst will also provide geospatial support for Coastal Program initiatives, including regulatory web applications and the beachfront jurisdictional lines review. They will provide contract and project management. The incumbent will fulfill assigned duties under BCM's Emergency Operations Plans for Preparedness and Recovery.
Responsibilities:

Serve as a Coastal Geospatial Data Analyst within the Bureau of Coastal Management’s Coastal Services Division.

Provide spatial data development, editing, and analysis of coastal datasets, including those associated with the development of the South Carolina Coastal Zone Management Program’s
Beachfront Explorer tool and upcoming wetland enhancement strategy which involves updating the state’s oyster layer. -
Assist with QA/QC, organization, and management of coastal datasets.

Provide contract management with third-party contractors including scoping, vendor selection, budgeting, milestone tracking, final deliverable review, and compliance reporting.

Provide support for Coastal Program initiatives, including the enhancement of regulatory web applications and the beachfront jurisdictional lines review.
Participate in BCM’s Emergency Operations Program, including assigned preparedness and recovery functions related to emergency events (e.g., tropical storms).
Minimum Requirements:
- A bachelor’s degree in the natural or physical sciences or a related scientific field
- OR an associate degree in the natural or physical sciences or related technical field and at least one (1) year of environmental health or related experience
- OR a high school diploma or GED and at least three (3) years of environmental health or related experience
Institutions of Higher Learning must be recognized by the council for Higher Education Accreditation.

Additional Requirements:
- Proficient with Esri’s ArcGIS Pro software, including viewing, editing, and creating vector and raster datasets.
- Experience with contract and/or project management.
- Strong attention to detail and organizational skills and the ability to manage multiple projects simultaneously.
- Proficient with Microsoft Office programs, including Word and Excel.
- Ability to work effectively independently and with a team. Ability to communicate clearly in both an oral and written manner.
- Possess a valid driver's license and maintain a good driving record to operate personal and state-owned vehicles.
- Master’s degree in a natural, physical, or related scientific field OR a bachelor’s degree in natural or physical sciences or a related scientific field plus one (1) year of relevant experience.
- Experience with aerial imagery classification, particularly automated classification and/or machine learning tools within GIS platforms.
- Experience with coastal South Carolina spatial data, including aerial imagery, land cover, hydrology, and LiDAR, and experience viewing and analyzing aerial imagery for coastal South Carolina.
- Experience with Esri’s ArcGIS Online.
- Experience with cloud-based collaborative platforms, including Microsoft Teams, SharePoint, and OneDrive.
- Knowledge of coastal management issues relevant to South Carolina’s Coastal Zone Management Program.
