CAD GIS Technician/Geospatial Analyst

The Maryland-National Capital Park and Planning Commission (M-NCPPC), a six-time National Recreation and Parks Association Gold Medal Award Winner is seeking a Principal GIS Specialist as part of the Park Planning and Environmental Stewardship Division (PPES) in the Prince George's County Department of Parks and Recreation.

As an integral part of Park Planning and Environmental Stewardship, the Principal GIS Specialist is a critical and strategic position that serves as performs as an expert and project leader in the development, implementation, and maintenance of the geographic information systems (GIS) and data analysis functions of the Division.
The Park Planning and Environmental Stewardship Division is responsible for supporting the Department's significant Capital improvement Program through land acquisitions, park planning, and design of parks and recreation facilities throughout the County.

Under direct supervision, the CAD GIS Technician/Geospatial Analyst will work to assist the Park Planning and Land Acquisition Sections of the Park Planning & Environmental Stewardship Division with the creation of static and dynamic maps and analysis to support and manage park assets and amenities department wide.

This includes drafting technical documents, creating maps and graphics, building, and maintaining datasets within Geographic Information Systems (GIS), and managing data in spreadsheets and other systems. The Technician/Analyst will also support data collection and mapping work related to the park inventory, leases, agreements, and land records.

Examples of Important Duties

  • Support division staff utilizing AutoCAD and other software to create architectural, landscape architectural and engineering documents, including presentations, graphics, reports, construction drawings, details, and as-built plans. Use ArcGIS and other software to build, maintain, and analyze GIS Layers for easements, park assets, real estate, and other data. 
  • Transfer information between Computer Aided Design (CAD) file format and GIS feature classes via digitizing or other methods. 
  • Utilize ProjectDox, ePlan, Enterprise Asset Management (EAM) and other document management software to map, document, add, and update park assets.
  • Perform regular maintenance and periodic updates of GIS datasets hosted on PGATLAS.
  • Perform updates and maintenance to park geospatial datasets. Datasets include park locations, trails, athletic fields, playgrounds, and park facilities and community centers.
  • Investigate, research, and respond to discrepancies and inquiries or concerns with park GIS datasets. 
  • Perform research on land records to ensure accuracy of the data. 
  • Assist with implementing and maintaining parks asset management data. 
  • Perform spatial analysis tasks to create static and dynamic geospatial products to support department staff with mapping and dataset development needs. 
  • Conducts research to locate and validate GIS data from sources, such as digitizing maps, land records, survey documents, deeds, aerial imagery, field data collection, CAD data, and GPS coordinates.

Minimum Qualifications

1. Bachelor’s Degree in Geography, Remote Sensing, Computer Science, Information Technology, Photogrammetry, Cartography, Surveying or any related field.

2. One (1) year of experience in mapping, data analysis, data administration, data production, data management or technical end-user support.

3. An equivalent combination of education and experience may be substituted, which together total five (5) years.

4. Depending on area of assignment, a valid driver’s license in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.

Additional Duties to Include:

  • May conduct site visits to create a photo inventory of park conditions and facilities. • Performs updates to the geometry and attributes of GIS datasets. 
  • Collaborates with external M-NCPPC GIS personnel in the Planning Department and in Montgomery County. 
  • Support Smart Parks and Mobility-as-a Service initiatives. 
  • Performs related tasks as required and needed. 

Preferred Qualifications:

  • Experience working in AutoCAD, ArcGIS 10.X, AGOL, QGIS, Carto, Felt, and PowerBI Page 2 of 3. 
  • Experience using SQL to perform spatial queries and analysis. 
  • Using Python and R to perform data wrangling tasks, to automate geoprocessing tasks, and to perform data analysis tasks is a plus. 
  • Experience working with Microsoft Excel to clean, manipulate, and organize data.
  • Experience working with and reading civil engineering drawings, surveys, historic documents, and records plats.
  • Excellent written and verbal communication skills. 
  • Excellent analytical, quantitative, and problem-solving abilities.
  • Ability to work independently or with a team.
