Under general direction, in a staff capacity, reporting to the Public Works Director, performs work related to the development, implementation and maintenance of the City's Asset Management and Geographic Information Systems (GIS). Responsible for the multi-departmental development, coordination and training of city staff related to various components of asset management and GIS including: maps, data sets, applications, information files, etc. Responsible for policy analysis through public contact, research and analysis, written reports and presentations.
The following duties are normal for this position but dependent upon the level of skill, ability, and experience of the individual. They are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Designated administrator for the city-wide enterprise geographic information system (GIS), including but not limited to; servers, software, virtual machines, network connections, and user experience & training.
- Administers, coordinates and manages the City’s enterprise GIS database development, GIS server maintenance and backups, GIS application development and customization as necessary.
- Develops, reviews, plans, and performs activities related to the development, implementation and assists with maintenance of the City’s Asset Management Software and Geographic Information System associated asset databases and cloud-based servers, Public Works GIS and custom Public Works GIS applications.
- Provide recommendations on procedures & equipment, custom mapping & reports, and data analytics.
- Provide training in procedures, equipment, GIS applications, and the use of City’s Asset Management Software to Public Works staff and other City staff as directed.
- Creates, supervises, and reviews the collection of GIS data. Develops and implements city-wide data collection standards.
- Modifies and maintains city-wide maps and geographic data, with a focus on Public Works datasets.
- Assists in maintaining the Des Moines Regional GIS Datasets.
- Generates, collects and processes data on assets through the use of legal documents, desktop & mobile applications, aerial photography, GIS software, GPS equipment, and UAV equipment.
- Collaborates with multiple departments to ensure functional operation of the City’s Asset Management Software and GIS data integrity.
- Reviews and coordinates acquisition of data, mapping products, and services from outside vendors, consultants, and other organizations.
- Performs basic and advanced GIS data conversions and analysis.
- Reviews and coordinates acquisition of data, mapping products and services from outside vendors and organizations.
- Represents City at various community, regional and state boards and commissions related to the City’s Asset Management and GIS activities.
- Assists the Public Works Department with construction projects as assigned.
- Assists other City departments with GIS related activities and attends various City meetings as directed.
- Performs general/clerical tasks, which may include copying maps and other documents, sending/receiving faxes, filing documentation, or processing incoming/outgoing mail.

BS degree with major course work in Computer Science, Management Information Systems, Cartographic Science, Geography or related curriculum. A thorough understanding of Geographic Information Systems, asset management software, relational database management, and related technologies is also required as would be acquired through a minimum of two years of related work experience in an organization, which utilizes ESRI ArcGis, asset management software and related products.
MINIMUM PHYSICAL AND MENTAL ABILITIES REQUIRED TO PERFORM ESSENTIAL FUNCTIONS
Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language. Ability to understand and follow oral and/or written policies, procedures and instructions. Ability to prepare and present accurate and reliable reports containing findings and recommendations. Ability to operate a personal computer using standard or customized software applications. Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions. Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time sensitive deadlines. Ability and willingness to learn quickly and put to use new skills and knowledge brought about by rapidly changing information and/or technology. Possession of a valid Iowa driver’s license or evidence of equivalent mobility.
Physical Requirements
Essentially sedentary work involving sitting, walking, standing, occasional bending, lifting and carrying paper and related light objects generally weighing 50 lbs. or less. Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodations, which permits employee to communicate effectively. Sufficient vision or other powers of observation, with or without reasonable accommodations, which permits the employee to observe a wide variety of written material in electronic and hard copy form. Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate a personal computer and related equipment. Sufficient personal mobility and physical reflexes, with or without reasonable accommodations, which permits the employee to function within the general office environment and have access to various work sites throughout the City. Occasional outside work is required which includes seasonal exposure to cold and heat. When working outside, the employee may be exposed to darkness/poor lighting, dirt/dust, fumes/odor, isolation, noise, vibration, wetness/humidity, working on uneven ground and mechanical hazards. May work extended hours, outside of regular shift schedule, as required by operational needs. This is an on-site position based out of the Public Works department in Johnston, Iowa, requiring regular, in-person attendance during standard working hours.
