Minimum Education and/or Experience:
The formal education equivalent of a bachelor’s degree in mathematics, information technology or related field; plus two years of geographic information data collection and compilation experience.

Preferred Education and/or Experience:
A bachelor's degree in Information Science, GIS, Data Science, Information Technology, Geography, or a related field, with undergraduate coursework in Wildlife Management, Conservation, Fisheries, or a related field, is required. A minimum of two (2) years of experience using GIS software is essential. Proficiency with ESRI cloud and desktop platforms, QGIS software, and versioned SDE geodatabases using SQL Server or PostgreSQL is necessary. Experience with Python development is a plus. A combination of education and relevant work experience will be considered.

Knowledge, Abilities, and Skills:

  • Knowledge of principles and methods for describing the features of land, sea, and air masses, including their physical characteristics, locations, interrelationships, and distribution of plant, animal, and human life
  • Knowledge of design techniques, tools, and principles involved in the production of precision technical plans, blueprints, drawings, and models
  • Knowledge of global positioning technology, graphics, and photo imaging software
  • Ability to analyze information and evaluate results to choose the best solution and solve problems
  • Ability to read and interpret maps, charts, aerial photographs, and statistics

Preferred Knowledge, Abilities, and Skills:

  • Strong problem-solving and project management skills, with technical expertise in GIS, including scripting, editing, and automation using Python
  • Proficiency in GIS software and cartographic principles (ArcMap, ArcGIS Pro, QGIS) is required
  • Ability to query, analyze, and manipulate data using Python, SQL, or Arcade statements
  • High attention to detail with a consistent focus on data quality
  • Capable of prioritizing and managing a diverse workload under tight deadlines with minimal supervision
  • Excellent interpersonal and communication skills to convey complex technical information to non-technical stakeholders
  • Knowledge of, or a strong interest in learning about, conservation, wildlife management, forestry practices, infrastructure, real estate, and land title concepts and datasets
  • Experience with AGOL applications (web maps, Experience Builder, dashboards, StoryMaps, Survey123, Quick Capture)
  • Proficiency in versioned SDE GDB environments, data visualization, and cartographic best practices, including data-driven products
  • Competence in all applications of G Suite, MS Office, Adobe, and ESRI products and platforms

Job Summary:
The AGFC Geographic Information System (GIS) Analyst is responsible for collecting, analyzing and interpreting geographic information utilizing geodetic surveys, aerial photographs, and satellite data. This position is governed by state and federal laws and agency policy.

Typical Functions:

  • Identifies, scales, and orients geodetic points, elevations, and other topographic features, applying standard mathematical formulas
  • Collects information about specific features of the earth using aerial photography and other digital remote-sensing techniques
  • Compiles data and utilizes databases required for map preparation, including aerial photographs, survey notes, records, reports, and original maps
  • Determines map content, layout, and production specifications, such as scale, size, projection, colors, and direct production to ensure that specifications are followed
  • Examines and analyzes data from ground surveys, reports, aerial photographs, and satellite images to prepare topographic maps, aerial-photograph mosaics, and related charts
  • Performs other duties as assigned

Specific Duties and Responsibilities:

  • Under the supervision of the Sr. GIS Analyst or GIS Lead, the GIS Analyst will support users on various projects, including data collection and maintenance, creation of visual products and applications, analysis, and user technical support
  • Successful candidate must have a strong working knowledge of GIS and IT operations to address diverse client needs
  • Collaboration with GIS team members and other agency staff is essential to integrate GIS technology across the agency, utilizing both open-source and ESRI desktop and cloud solutions such as AGOL, ArcGIS Pro, ArcMap, and QGIS
  • Will use enterprise SDE geodatabases (SQL Server and PostgreSQL) on virtual or on-premises platforms and cloud services like Amazon AWS
  • Job requires proficiency in scripting, programming, and querying, along with advanced spatial analysis to extract specific information from data
  • The GIS Analyst will occasionally assist with archiving, research, and analysis of remote-sensed data, including LiDAR, satellite, and aerial imagery
  • Thorough documentation of all work in the division's project management system is expected

Special Job Dimensions:
This position may require occasional travel (up to 40%). The working title for this position will be GIS Analyst and will be supervised by the AGFC GIS Lead. The work associated with this position may be performed in a hybrid capacity: partial telework, or partial work in our Little Rock Headquarters or regional office.

Other Specific Information:
Experience with government agencies or organizations specializing in wildlife, conservation, or natural resources is highly desirable. Proficiency with asset management software and principles is also preferred. This position may require up to 30% travel on occasion.
