Job Summary
The City of Bellevue, WA is currently recruiting a Lead who is responsible for the overall technical project and program management of the Utilities Department Geographic Information System (GIS). This includes management of Utilities GIS data assets, supervising the operations of the GIS staff, ensuring integration with City/Utility business systems and standards, and interfacing with internal and external customers. The Lead ensures that the Team delivers high quality GIS services and products, which include:

  • Management of the Utilities GIS data
  • Complex spatial analysis
  • Desktop and SQL spatial tools to streamline business workflows
  • Policies, procedures, standards and strategies related to GIS services and products

Essential Duties and Responsibilities

  • Works closely with the GIS Team to complete utility asset mapping projects
  • Makes changes to water, sewer, and storm water ArcGIS maps and data sets based on as-built engineering drawings for new construction, and map markups
  • Researches and interprets construction as-built drawings, redlines, deeds, surveys, and legal descriptions as needed to map Utility assets
  • Completes ad-hoc GIS mapping, analysis, and data maintenance projects
  • Coordinates map and data work with the City GIS Team
  • Communicates with operations and maintenance staff, inspection staff, development services staff, and IT staff to resolve issues on unclear information on the maps
  • Leads the development of Utilities GIS Strategic Plan and Vision
  • Manages the GIS Team's Work Plan by assigning, coordinating, and reviewing the work of Utilities GIS staff. Ensures that the work plan drives forward strategies in the Utilities Strategic Plan
  • Coordinates skill development, process improvements, and ensures adherence by the Team
  • Develops and implements performance measures to continually deliver, monitor and improve services
  • Understands available GIS datasets, overall GIS data file structure, and sources of GIS data
  • Performs data extraction and analysis from geodatabases and enterprise relational databases
  • Researches, recommends, and implements industry best practices to advance strategic and business initiatives
  • Act as an advocate and champion for GIS and spatial technology with stakeholders and customers

SUPERVISION RECEIVED AND EXERCISED:

  • Works under the general supervision of the Business Systems Manager.
  • Exercises supervision over GIS staff

Qualifications

  • Formal GIS Training and/or certification. Preferably graduation from an accredited four-year college
  • Five or more years of work experience using GIS analysis techniques, geographic data collection methods, and cartography
    Or any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities

KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS

  • Knowledge of ArcGIS Desktop software
  • Technical knowledge of ESRI suite, and GIS Custom-Off-The-Shelf Platforms such as ArcGIS Online, Geocortex, etc.
  • Strong knowledge of GIS web and mobile solutions in a production enterprise environment
  • Knowledge of relational database design and management, data manipulation, cartography and spatial analysis
  • Experience using various technologies and software applications to perform duties; advanced skills required, including but not limited to Project Management, Word, Excel, Visio,
  • PowerPoint, MS Project, SharePoint and Outlook
  • Experience designing, creating, and performing unit testing, system testing, performance benchmark testing, and user acceptance testing
  • Experience managing high-performing teams with a strong bias for action
  • Excellent organizational, interpersonal and problem-solving skills
  • Proven experience conducting research, analyzing IT problems, managing projects, and developing /implementing procedures
  • Proven experience managing complex enterprise projects using project management methodologies

ADDITIONAL CRITERIA:
Ability to pass a criminal background investigation

Ability to occasionally lift 10-20 pounds to place equipment on a cart for relocation
The noise level in the work environment is usually moderately quiet
