The purpose of this position is to analyze, design, and implement Geographic Information System (GIS) based solutions to meet County and department needs, to assist in enterprise database development, design and management, and to assist in application development. This position does not provide direction to other employees.

Essential Functions
This information is intended to be descriptive of the key responsibilities of the position. The following examples do not identify all duties performed by any single incumbent.

  • Develops and maintains GIS system; plans, designs, maintains, and troubleshoots all aspects of the GIS system; performs GIS database and application development, definitions, maintenance, and implementation in response to City needs; develops, customizes and configures software; makes recommendations regarding design and implementation of projects using GIS technology; performs data manipulation and integration in a database environment; and develops web-based interactive maps and applications for City-wide implementation.
  • Provides technical support for custom applications and packaged software products; troubleshoots problems; provides solutions; consults with users to determine requirements impacting the development and implementation of the GIS system; tests and evaluates new hardware and software; and assists end users with GIS and mapping related work and problems.
  • Performs GIS analysis, data modeling, and mapping; and reviews current and incoming data for accuracy, usefulness, quality, and documentation; develops web-based interactive maps and applications to be used within the GIS department as well as city-wide implementation.
  • Demonstrates solid understanding of GIS theory and applications; possesses clear understanding of ArcGIS Enterprise architecture, applications and functionality; identifies, understands and articulates solutions for customer issues by means of ArcGIS knowledge including ArcGIS Enterprise, ArcGIS Online, and other related ArcGIS technologies.
  • Communicates with GIS Manager and department staff, staff from other departments, third party service contractors, and other individuals as needed to coordinate the development and implementation of the GIS system.
  • Performs quality control/assurance on map design; standardizes GIS data to ensure formats, etc.

Job Requirements

Formal Education / Knowledge
Work requires broad knowledge in a general profession or technical field. Knowledge is normally acquired through four years from an accredited college/university resulting in a Bachelor's degree.

Four years of relevant experience with mapping and database management software, including application development and support.

Certification and Other Requirements
Valid Class C Drivers License

Overall Physical Strength Demands
Light - Exerting up to 20 lbs. occasionally, 10 lbs. frequently, or negligible amounts constantly OR requires walking or standing to a significant degree.

Supplemental Information

Advanced - Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.

Advanced - Ability to apply fundamental concepts of theories, work with advanced mathematical operations methods, and functions of real and complex variables. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.

Intermediate - Ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.

Receives limited directions. The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. The assignment may be reviewed upon completion. Performance is reviewed periodically.

Supervisory / Organizational Control
Work requires the occasional direction of helpers, assistants, seasonal employees, interns, volunteers or temporary employees.

Work requires analysis and judgment in accomplishing diversified duties. Requires the exercise of independent thinking within the limits of policies, standards, and precedents.
