Senior GIS Analyst - Supervisor

GIS Analyst

Summary
Under direction, is responsible for supporting Bexar County Information Technology team; will support the mission of the County, ensuring successful delivery of IT services as defined in the duties and responsibilities. This position will represent the County in a professional and effective manner and establish and maintain effective working relationships with co-workers, County employees, Elected/Appointed Officials, outside organizations and agencies, vendors and the general public.

Duties and Responsibilities

  • Responsible for the successful management and administration of GIS projects and data
  • Provides technical and analytical GIS leadership for GIS and IT staff; provides training and technical guidance to staff in the use of new or modified systems and procedures
  • Provides consulting advice and technical expertise to County offices and departments regarding GIS needs analysis, evaluation of proposed solutions, systems integration, and solutions implementations; identifies and recommends appropriate standards to meet the County's needs
  • Analyzes, recommends, and designs GIS components and solutions to integrate with the larger, complex County-wide internal/external-facing enterprise GIS environment
  • Designs, develops, and implements Geographic Information System (GIS) applications through commonly used programming languages to create custom GIS web applications for County offices and departments; tests and debugs GIS programs; monitors and modifies existing applications as needed
  • Manages development to production workflows; develops detailed design specifications, definitions, diagrams, performance criteria, and testing methods; enforces adherence to change/version control principles.
  • Performs ad-hoc mapping duties including advanced spatial analysis
  • Conducts data analysis, conversion, and corrections in non-GIS business systems as related to integration with the enterprise GIS ecosystem
  • Writes, develops, and documents operational procedures for data elements and sources; devises schedules of GIS application implementation
  • Manages and/or contributes project planning, engagement administration, budget management
  • Responsible for the development and maintenance of geospatial databases
  • Performs other related technology duties and projects as assigned

Minimum Qualifications

  • Graduation from an accredited college or university with a relevant degree, 5-7 years of experience, or an equivalent combination of education and experience
  • Sound knowledge of GIS principles, practices, capabilities and limitations with proficiency in GIS related software (e.g. ArcMap, ArcCatalog, ArcSDE, ArcGIS Server, and ArcPad), cartography, data editing, statistical analysis, data modeling, geo-database architecture, GIS solution and data integration, and geo-processing models; sound knowledge of statistical and spatial analysis, data interoperability, and geo-processing; knowledge of ArcSDE and SQL
    Good skills in programming tools and code for use in GIS Web applications, including Python, and Visual Studio; good skills in basic programming (VB/VBA, JSP, ASP, SQL, HTML, XML); skill with project management, GIS tool development, GIS training, technical writing and troubleshooting
  • Ability to effectively communicate complex ideas in a clear and concise manner across functional and technical departments, both verbally and in writing; ability to establish and maintain effective working relationships with co-workers, stakeholders, County employees, Elected/Appointed Officials, outside organizations and agencies, vendors and the general public
  • Must secure and maintain a favorable background investigation and clearance
  • Must clear a pre-employment physical and a pre-employment drug screen test
  • Required to be on call 24 hours
  • May be required to work more than 40 hours during the workweek
  • May be required to work weekends
  • This position may need to satisfy the requirement of completing and passing an assessment during the employment process

Preferred Certification/License:

  • ESRI Web Application Developer
  • Other GIS related Certifications

Preferred Qualifications:

  • Experience and/or training in programming languages, database management tools, ESRI Arc products, and Internet web server/proxy rules

Working Environment and Physical Demands:

  • Constantly working in indoor conditions
  • Frequently moves items weighing up to 10-15 pounds
  • Occasionally moves objects weighing up to 15-30 pounds
  • Occasionally moves about the office
  • Frequently communicates with others; must be able to exchange accurate information
  • Constantly operates a computer and other office productivity machinery
  • Positions self to perform essential functions
  • Must be able to remain in a stationary position
