Descriptive Statement
The Senior GIS Administrator is an FLSA exempt position that reports to the Director of Information Technology or the Assistant IT Director. The Senior GIS Administrator role is to coordinate, implement, and manage the organization’s strategies and initiatives for GIS software and services. This individual is responsible for ensuring the development and maintenance of applications based upon spatially referenced data and digital mapping. The Senior GIS Administrator will also preserve the integrity and design of geographic information databases, as well as lead the day-to-day work tasks of other IT professionals whose purpose is to support the GIS functions citywide. This individual is responsible for ensuring the development and maintenance of applications based upon spatially referenced data and digital mapping. The incumbent electronically creates and maintains maps, GIS layers, and geographic computer files by interpreting geographic or source data and using automated GIS tools.

Duties & Responsibilities
- Leads, coordinates, and manages all aspects of the City’s GIS environments
- Participates in the design of new GIS analysis methodologies, applications, and strategies
- Establishes and implements policies, procedures, and technologies to ensure GIS security
- Conducts research on GIS-related hardware and software in support of procurement and system development efforts
- Maintains GIS relational databases
- Coordinates and conducts GIS training sessions for GIS staff and end users
- Provides GIS guidance and support to the enterprise for GIS-related issues
- Leads transitions of GIS applications to next-generation environments and/or cross-functional systems
- Coordinates with network and system administrators to ensure availability, reliability, and scalability of GIS applications to meet business demands
- Performs data audits and quality control measures
- Recommends and executes modifications to GIS software in order to improve efficiency, reliability, and performance
- Develops and maintains GIS manuals and system documentation
- Directs work tasks and provide guidance to junior members of the team
- Provides routine software and system updates for the ESRI Suite of applications including maintaining and updating the City’s ArcGIS Enterprise environment
- Provides technical support for the creation of data layers, performing GIS analysis, creating GIS map products, generating standard map products, maintaining, updating and documenting GIS data standards
- Responsible for all GIS project coordination and related communications with City departments and outside vendors
- Creates and develops GIS mobile applications to promote the City and support the business needs of the City
- Creates and maintain web maps on the City of Pueblo’s Internet and Intranet sites

PHYSICAL REQUIREMENTS:

- Ability to lift, carry, transport, push and/or pull objects that may weigh up to 50 pounds (such as server equipment, printers, computer monitors, and peripherals)
- Occasional work in small/confined spaces (closet areas and/or floor areas) for the occasional inspection or installation of hardware or cables in floors, ceilings, and office areas
- Occasional work near and around loud data centers
- Occasional walking and standing, as well as other activities requiring a full range of body movement including bending, kneeling, leaning, sitting, stooping, crouching, pushing, pulling, and climbing when inspecting cables in floors and in ceilings
- Prolonged sitting to perform daily tasks
- Ability to hear verbal instructions and communication from customers and fellow employees by telephone or in person
- Uses vision to work with written documents, forms, and respond to employees and customers
- Manual dexterity is essential in order to grasp tools, use constant light grasp, fine manipulation, and handling of a variety of items including office and computer equipment
- Ability to differentiate between colors and shades of color and having depth perception
Knowledge, Skills & Abilities
This position requires:
- Advanced knowledge of GIS software and strong familiarity with relational database design as it applies to GIS environments
- Knowledge of and ability to install, configure, and maintain current ESRI software and products
- Knowledge of effective project management techniques and strategies
- Demonstrated ability to train team members and end users on GIS data and applications
- Ability to conduct research into GIS issues and products as required
- Demonstrated knowledge of and ability to work with GIS data, technology, and applications in a local government setting
- Demonstrated knowledge of and ability to work with ESRI suite of software products, including, but not limited to ArcGIS Desktop, ArcPro, ArcOnline, and ArcServer in an ArcGIS Enterprise Environment
- Knowledge of general mapping principles, demographic analysis, spatial analysis, and cartography
- Knowledge of GIS concepts, available technologies, applications, data models, and topological structures
- Demonstrated knowledge of ArcGIS Enterprise administration
- Demonstrated knowledge of ESRI’s mobile application development suite including ArcGIS Field Maps and Survey 123
- Ability to read and interpret technical documentation and procedure manuals
- Ability to work in a team-oriented and collaborative environment
- Ability to communicate using excellent written, oral, and interpersonal skills
- Strong troubleshooting skills with an ability to resolve problems in multi-tasking, multi-protocol environments
- Knowledge of public safety and 9-1-1 dispatch functions including the ability to work in a secure and confidential environment
- Ability to operate as a team leader
- Ability to be highly self-motivated and directed, with keen attention to detail
- Ability to effectively prioritize and execute tasks in a high-pressure environment
- Must be able to work successfully with and provide good customer service to other City employees, the public and other agencies and organizations
- Demonstrated ability to coordinate and negotiate collaborative efforts with other governmental entities
- Ability to operate a motor vehicle, distinguish directions, and ability to follow all City and State traffic laws
- Ability to perform all the job duties in a safe manner
Minimum Qualifications
In addition to the knowledge, skills, and abilities listed above, this position requires the following:
- A valid driver’s license at the time of application, and a valid Colorado driver’s license within 30 days of employment
- License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification
- During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license
Additionally, qualified candidates must meet one of the following combinations of education and experience:
A bachelor's degree or higher education from an accredited college or university
Four (4) years of experience in managing and administrating an ESRI ArcGIS environment
OR
An associate degree from an accredited college or university
Six (6) years of experience managing an ESRI ArcGIS environment
