ICF seeks a Senior Data Analyst and Geographic Information Systems (GIS) Specialist to support monitoring and evaluation (M&E) related to global HIV/AIDS.

Primary responsibilities for this position will be to support data management and analysis activities. The position will entail management of basic and complex geospatial datasets, quantitative analysis of cross-sectional and longitudinal data, data visualization, training, and report writing. Experience with R programming, ESRI ArcGIS, and Excel is required to carry out geospatial data management, visualization and analytical tasks.

Candidates should be able to synthesize quantitative information from a variety of sources, juggle multiple tasks, and interact effectively with clients and colleagues. In addition, candidates should have experience delivering formal and informal training related to data analysis and interpretation. The ideal candidate will have experience with data management and analysis of data from multiple sites and in multiple formats.

Candidates must be able to obtain and maintain a government security clearance and travel outside of the United States to be considered for this position.

Key Responsibilities:

  • Recommend data use for quality assessment and analysis, including geospatial data collection, management, visualization and analysis.
  • Creating databases and appropriate analysis documentation for dissemination to international study teams.
  • Develop mapping products with HIV/AIDS data.
  • Extracting, importing and exporting data into/from Excel, SAS, Stata, and/or R in multiple formats
  • Verifying data quality, developing and running programs to check for errors; generating error reports
  • Providing technical assistance to a variety of stakeholders internationally regarding geospatial data collection and the use of GIS tools.
  • Working closely with multi-disciplinary teams (epidemiologists, statisticians, other data analysts) to ensure a complete review of the data, as well as providing a thorough understanding of data management processes and issues that may arise in analysis.
  • Ability to provide guidance on proper and current geospatial data management techniques from, including assisting with analysis, writing data management SOPs and providing technical recommendations on study software
  • Ability to provide deliverables in a timely manner
  • Ability to effectively communicate with client regarding issues, needs and/or priority setting for projects

Basic Qualifications:

  • Bachelor’s degree in Geography, computer science, public health or related field; Masters' preferred and 8 years of relevant experience
  • Extensive knowledge of Excel with expertise developing pivot tables, using excel formulas, and using VBA in Excel
  • 5 years’ experience as a ESRI ArcGIS and R programming, Quantum GIS
  • 5 years’ experience working with and aggregating/merging multiple data streams
  • 5 years’ experience with statistical analysis
  • Minimum of 3 years of experience in global HIV/AIDS
  • Candidates must have the ability to travel internationally to be considered for this position.
  • Candidates must be able to obtain and maintain a government security clearance to be considered for this position.
