Under the direction and supervision of the State Responsibility Area (SRA) Battalion Chief and working with the field Associate Governmental Program Analyst (AGPA), other Research Program Specialist III in Sacramento, and other SRA Program staff, the Regional Research Data Analyst II (RDA II (GIS)) is responsible for primary technical GIS SRA support in CAL FIRE Units within the Southern Region. An employee at this level will perform a variety of tasks including independent, responsible, varied and complex technical research and statistical work in a variety of fields. They may provide consultative advice to various governmental entities and agencies, and may act as a lead person for research methodology and techniques including the design and implementation of projects (depending on factors related to appeals, requests for special reviews, and other factors). The Regional RDA II (GIS) will perform the following duties: 

*Essential Functions of the position:

*Act as the lead technical GIS staff for the Southern Region to participate with Sacramento and other program staff to review and edit GIS data related to SRA, Direct Protection Areas (DPA), Fire Hazard Severity Zones (FHSZ), Fire Perimeters, Facilities, Incorporated Cities and other datasets at the Unit and Region level. Support map generation of GIS data to support CSR and Unit Resource Management program activities. These activities include digitizing (computer entry of map features), database updates, cartography (map generation) and reporting (tables, maps and charts), which are typical tasks for a GIS analyst

*Provide analysis and material regarding SRA and SRA prevention efforts/benefits in the Unit fire plans and other reports. Provide technical support to Unit prevention specialist for data entry of prevention projects into CalMAPPER. Work with Pre-Fire staff to ensure proper standards and procedures are followed. Assist Region Battalion Chief with SRA reviews.

Support Region RPS I (GIS) staff with implementation of web map services, feature map services, geo-processing services and web map applications using Arc GIS Server, AGOL, Portal for ArcGIS and other GIS tools.

Assist with emergency incident support as assigned within the scope of training and expertise. Other duties as assigned.

As well as,

  • Responsible for GIS programming with ArcGIS and extensions. Designing, planning, implementing and administering GIS software and databases, including security, access, and documentation.
  • Participates in the design, maintenance, enhancement, coding, and administration of software and relational databases.
  • Analyzes and determines information needs and elements, data relationships and attributes, data flow and storage requirements, and data output and reporting capabilities.
  • Coordinates new data development ensuring consistency and integration with existing data warehouse structure.
  • Participates in continuous improvement efforts in enhancing performance and providing increased functionality, including performing proactive maintenance such as ensuring continued space availability, monitoring activity, and documenting problems, changes, and solutions.
  • Tests designed applications, validates data.
  • Assignments may include design of data dictionaries, database structure and layout, installing, upgrading, and managing database applications.
  • Stay current on best security practices in relation to organizational requirements.
  • Maintains current knowledge of relevant technologies as assigned.
  • Participates in special projects as required.
  • Utilizes map files to create brochures, pamphlets, reports, PowerPoint
