The Real Property GIS and CAD Specialist creates project right of way base maps, exhibits, and legal descriptions for property acquisitions using Computer Aided Drafting (CAD) software, such as MicroStation or AutoCAD.

Position Qualifications

Education

Associate's degree in Land Surveying, GIS, Cartography, Engineering, Engineering Technology, or a closely related field.

Experience
One (1) year of experience using MicroStation or AutoCAD and GIS applications, including the use of basic geometry and mathematical computations, and reading, analyzing, interpreting, and plotting the land rights described in a variety of land surveys, maps, plats, legal descriptions, and real estate documents.

OR

Combined education and experience qualifications

  • An equivalent combination of post-secondary education and/or job-related experience may substitute for the required education on a year for year basis.

Our Preferred Candidate has

  • Four (4) or more years of experience using MicroStation or AutoCAD and GIS applications, and reading, analyzing, interpreting, and plotting the land rights described in a variety of land surveys, maps, plats, legal descriptions, and real estate documents.
  • Experience implementing the principles, practices, methods, and techniques used in researching, delineating, mapping, and documenting real property rights.
  • Proficiency in coordinate geometry (COGO) and other mathematical computations used in land surveying.

Essential Job Tasks

  • Collects, encodes, integrates, and maintains geographic data in GIS databases.
  • Reads and interprets source documents to include deeds, easements, permits, maps, surveys, aerial imagery, legal descriptions, flood plain maps, engineering plans, etc.
  • Researches and evaluates Maricopa County Department of Transportation (MCDOT) and Flood Control District (FCD) land rights records and confirms the accuracy of data through research.
  • Creates and evaluates technically accurate legal descriptions and exhibits using CAD software (MicroStation and InRoads).
  • Prepares detailed maps using GIS and CAD software specifying coordinates, scale, size, line patterns, and colors.
  • Produces project right of way base maps in MicroStation through research and evaluation of title reports, city limits, parcel boundaries, Assessor's Office data, etc. and reports/resolves identified discrepancies and/or conflicts.
  • Produces technically accurate right of way plans, exhibits, and legal descriptions using CAD software (MicroStation and InRoads).
  • Assists with researching source documents such as deeds and easements to create a chain of title and/or assist with prior rights analyses.

Working Conditions
This position works in an office environment and occasionally outdoors in a project environment. Requires the ability to be seated up to 100% of the time performing work at a desk utilizing a computer and telephone. Must have the manual dexterity of hands and body to operate office equipment, ability to focus on work with activity (such as conversation, copier noise, and office environment noise) surrounding the workspace. Ability to lift/carry/push/pull up to 30 pounds carrying for a short distance for physical transfer of documents and information to and from meetings, speaking, hearing, seeing, reading, and precise dexterity. Ability to climb, stand, walk, and drive to visit project sites. This position includes high volumes of work, frequent interruptions, time pressures, multiple and complicated tasks, unscheduled tasks, prompt decision making and interaction with government officials and the public; must constantly maintain concentration accuracy, ethical behavior, and a professional demeanor.
