(2) Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Disaster Center (PDC), located in Kihei on the island of Maui, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MINIMUM MONTHLY SALARY: Up to $4,918/Mon.
DUTIES: Performs geospatial data analysis, processing, and quality control including standardization, metadata creation, and maintenance. Contributes to the development, implementation, and maintenance of web-based map services including layer configuration and deployment in Pacific Disaster Center (PDC) applications and products to include versioned source files and managing services via a web-based server. Assists with the creation of spatial maps, charts, and documents to visualize and analyze the spatial relationships among data layers. Develops and distributes value-added analytical and situational awareness products, reports, and templates. Develops automated methods for identifying and representing data including the development, implementation, and maintenance of data extract, transform, and load (ETL) workflows designed to process, automate, and integrate static and dynamic data. Supports the development of GIS data layers, services, imagery products, maps, and virtual field-based data collection (if/as required) for disaster events, exercises, or other business needs. This includes providing surge capacity supporting response operations for major disaster events during and outside of normal business hours. Provides Tier-1 and Help Desk Support, as required: Assists the customer-facing team with Tier 1 technical support (including 24x7 stand-by support during operations or disaster events). This necessitates a solid technical grasp of the data maintenance framework.
Bachelor’s Degree or equivalent from an accredited four (4) year college or university in Science, Geography, Data or related field.
Up to one (0-1) year of experience in data analysis, processing, management, or governance.
Strong knowledge of GIS /mapping and publishing software (ArcGIS preferred). Ability to understand, apply, and implement data ETL software and applications (FME or Tableau preferred). Familiarity with multiple data formats, management systems, and services including, but not limited to, tabular, GeoJSON, APIs, RDS, DBMS.
ABILITIES & SKILLS
Strong problem solving and troubleshooting skills, ability to understand complex workflows, and attention to detail. Ability to think critically, creatively, and actively regarding how technical skills can help overcome business constraints and problems. Excellent written and verbal skills. Ability to time manage multiple tasks and priorities. Ability to work well independently and/or within a diversify team, as needed.

Knowledge of database administration or management. Knowledge of SQL or Python. Knowledge of open source software such as GeoServer or GeoWebCache. Experience with the phases of disaster management.
