Geographic Information Systems (GIS)/CAD Specialist

OC Public Works/OC Survey has an exciting opportunity for a GIS / CAD Specialist. The GIS /CAD Specialist within the GeoSpatial Services Unit will be assigned to help internal and external customers develop and manage their GIS / Civil 3D data. These positions may be required to offer GIS / CAD Specialist assistance to OC Survey Field Operations, Operations and Maintenance, Infrastructure Services, or Development Services as needed. Some of the GIS / CAD Specialist duties will include supporting Surveyors, Engineers and other GIS Analysts with integration to Survey data collection, assistance with development of procedures and assistance for mobile GIS / CAD data collection.

DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES

The ideal candidate will have a Bachelor's degree in a Surveying, Engineering, Geography or Geographic Information Systems related field and 3 years of progressively responsible experience operating, maintaining, and implementing automated mapping, design engineering and/or information systems which would have applied or developed the required knowledge and abilities as listed in the job specification. In addition, the ideal candidate will possess the following core competencies:

TECHNICAL KNOWLEDGE

  • Experience with AutoCAD Civil 3D, Infraworks, Recap or Revit.
  • Experience creating web apps, either custom or out of the box.
  • Experience with ESRI ArcGIS Server, ArcPro, ArcGIS Desktop, and ArcGIS extensions.
  • Experience producing Survey maps and/or civil construction documents.
  • Experience working in ArcGIS Online or ArcGIS Portal.
  • Proficiency in programming languages such as Python, javascript, AutoLisp & .Net.
  • Knowledge of BIM/Document Management Systems.
  • Knowledge of Internet of Things and sensor integration using the Esri GeoEvent server.
  • Knowledge of story maps and web GIS technology.
  • Knowledge of UAV/UAS/Drone and LiDAR technology.
  • Knowledge of AR/VR systems.
  • Knowledge of surveying, engineering and/or construction principles.
  • Knowledge of scripting or programming languages.

ANALYZING AND INTERPRETING DATA

  • Experience performing complex survey/engineering analysis of Geospatial data.
  • Experience processing and analyzing 3-dimensional geospatial data.
  • Ability to provide analysis and recommendations for modifying procedures.

WRITTEN AND VERBAL COMMUNICATION

  • Experience developing and preparing maps and reports of Engineering and GIS data.
  • Effectively communicate, both orally and in writing, project progress and recommendations to all levels of invested parties.
    Maintain effective working relationships with all internal and external parties involved with assigned projects.

ENVIRONMENTAL AND WORKING CONDITIONS

Work is typically performed in an indoor climate controlled office environment. However, for some positions, occasional field work in the course of GIS data collection exposing incumbents to higher noise levels, dust, and/or unpleasant odors may be required. Occasional travel to other locations or field sites may be required for some assignments.
