GIS Analyst

Position Summary & Duties Responsible
Class specifications are intended to present a descriptive list of the range of duties performed by employees in this classification. Specifications are not intended to reflect all duties performed within the job.

Performs professional duties related to planning, customizing, organizing and maintaining the geographic information system (databases and associated hardware and software); generates and analyzes spatial data and provides input/recommendations in order to support a variety of County projects; produces a wide variety of reports and maps, prepares data, analysis, maps, and mapping applications for various County departments and the general public; and performs a variety of technical tasks relative to assigned area of responsibility.

This is the professional journey-level class in the GIS Analyst series. Positions in this class are distinguished from GIS Technician in that the incumbents in the GIS Technician class perform technical GIS work to update and maintain the quality of the County's GIS data, producing a variety of maps and other processing output such as reports, and to resolve moderately complex computer operating system and network problems, whereas the GIS Analyst performs the analytical and research assignments and projects for a geographic information system. The GIS Analyst is further distinguished from the Senior GIS Analyst in that the latter performs the advanced, highly complex professional, technical and analytical duties

Incumbents at this level work under general direction from an assigned supervisor or manager, receiving occasional supervision while working toward a definite objective that requires use of a wide range of procedures and involves planning and/or determining specific procedures or equipment required in order to meet assigned objectives and solve non-routine problems. Only unusual matters are referred to a supervisor. Incumbents may exercise lead supervision over lower level staff.

EXAMPLES OF DUTIES – Duties may include, but are not limited to, the following

  • Analyze, develop and implement GIS applications in support of County GIS functions; conduct complex spatial/surface analysis using a variety of GIS software tools; utilizes multiple databases and GIS software to perform spatial analysis for special projects working with a team of users, from the County and other organizations.
  • Analyze GIS needs of assigned department and implements GIS projects and applications, databases, and related products for County departments and outside agencies; assist and train staff members in the operation of GIS software and the query and display of geographic data.
  • Perform GIS database management and administration tasks; troubleshoot and resolve database problems; monitor and update database applications; verify the integrity of data within the database.
  • Design and modify database structures, tables, and files.
  • Conduct research on mapping issues, owner and local agency inquiries; interact with clients to determine their business requirements and write computer programs and/or scripting in order to automate GIS processes.
  • Troubleshoot hardware and software problems; provide or recommend appropriate solutions and keep current on the latest computer hardware and software available.
  • Evaluate operations and makes strategic recommendations about the GIS program direction and GIS project priorities. Develop operating standards and procedures.
  • Create and edit geospatial data, using GPS and digitizing techniques; create and edit maps, integrating a range of data formats, and using state-of-the-art technology.
  • Conduct regularly scheduled maintenance of the various GIS databases; create and implement topology rule sets and conduct quality assurance to ensure system integrity.
  • Attend training meetings to enhance knowledge of GIS system use; apply and document new techniques as they are implemented.
  • Perform related duties as assigned.

Minimum Qualifications

Bachelor's degree in geographic information systems, planning, cartography, geography, civil engineering or a closely related field, plus three (3) years of experience in geographic information systems, preferably in a public agency; OR any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience. Related education and experience may be interchangeable on a year for year basis.

Additional Requirements:

  • May need to possess a valid driver's license as required by the position. Proof of adequate vehicle insurance may also be required.

Knowledge Of:

  • Automated drafting and mapping tools and programs including ESRI Arc-based GIS software and its applications, and related programming languages including, but not limited to ArcGIS software, ArcMap, ArcPad, mapping standards, CAMA, and Microsoft Suite programs.
  • Principles and practices of geographic information systems and cartography, and engineering drafting including map projections and scales.
  • Principles of algebra, geometry and trigonometry related to the computation of distances, angles, and areas.
  • Relational database management systems and principles.
  • Structured analysis and database concepts, data maintenance and conversion techniques and GIS analysis techniques.
  • Principles and practices of software and systems quality assurance and control, technical problem solving.
  • Principles and practices of effective record keeping and customer service.
  • Modern office procedures, methods and equipment.
  • Verify, maintain, update and modify web and cloud-based GSS data, tools and maps.

Ability to:

  • Perform complex analytical tabular and spatial queries.
  • Integrate disparate spatial and tabular databases.
  • Identify and interpret technical and numerical information.
  • Gather and evaluate information in order to reason logically, draw valid conclusions, take appropriate actions and/or make appropriate recommendations.
  • Effectively manage multiple projects and priorities.
  • Research, design, implement and maintain GIS databases and related hardware and software technology solutions, including new technology, in order to improve County processes or services.
  • Interpret and explain pertinent County and Department policies and procedures and communicate technical information to a wide variety of users.
  • Plan, organize, prioritize and process work to ensure deadlines are met.
  • Generate and analyze spatial data and provide input/recommendations in order to support a variety of County projects.
  • Interpret and apply technical information pertaining to computer and network systems.
  • Adapt quickly to changes in policies, procedures, assignments and work locations.
  • Communicate effectively, both orally and in writing.
  • Work independently and as a cooperative, contributing member of the team.
  • Establish and maintain effective working relationships with those encountered during the course of the work.
  • Prepare and maintain documentation for procedures, processes, and tables related to area of assignment.
