Geographic Information System Specialist

Responsibilities

As a Geographic Information System Specialist for the Division of Resources Services, you will perform the following duties:

  • Serve as a Contracting Officer Representative (COR) and support the BLM in the development of acquisition plans, contract specifications, and contract monitoring activities.
  • Assist with development and implement quality control and assurance guidelines for geospatial data and projects.
  • Follow, implement, and assist with development of standard data management protocols and new standards for the collection, processing, analysis, publishing, and archiving of imagery and 3D data formats.
  • Develop, maintain, and update spatial indexes of BLM’s analog and digital imagery datasets and projects.
  • Publish, develop, and expose raster/image/3D datasets through web and server-based distribution methods including services and apps.
  • Implement and execute GIS, remote sensing, and photogrammetric projects for natural and cultural resource management applications.
  • Serve as a liaison between resource, geospatial, and IT staff to ensure user needs and requirements are integrated into information technology planning and acquisitions.
  • Support the Section’s geospatial imaging training and technology transfer activities.

Travel Required

Occasional travel - Travel may be required to participate in evaluations, program development meetings, conduct training, or to provide assistance.

Qualifications
In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements. Please be sure to include this information in your resume. To qualify, you must satisfy one of the requirements described below:

(1) SPECIALIZED EXPERIENCE: You must show that you have one year of specialized experience equivalent in difficulty and complexity to the next lower grade level (GS-09). Examples: intermediate level work experience with a variety of geospatial technologies including GIS, GPS, and remote sensing as well as knowledge of industry standard data management practices. Ensure your resume highlights specific experience working with raster, image, and 3D data formats, multiple sensors, and multiple acquisition platforms (such as Unmanned Aerial Systems, Satellite, Terrestrial, and Traditional Aerial). Additionally, your resume must show previous experience working with Esri’s suite of products, server and desktop for the management, analysis, and publication of raster-based data including the use of Mosaic Datasets and embedded analysis functions.

(2) EDUCATION SUBSTITUTION: Ph.D. or equivalent doctoral degree –OR- 3 full years of progressively higher level graduate education leading to such a degree –OR- LL.M. Graduate level education is creditable only if it provided you with the knowledge, skills, and abilities necessary to do the GIS duties described in this announcement.

(3) COMBINING EDUCATION AND EXPERIENCE: You may meet qualifications requirement for this position by combining specialized experience and appropriate graduate education. The total of the two percentages must equal at least 100 percent.
