Geographic Information Specialist (GIS)

GIS Developer

GENERAL PURPOSE
The purpose of the position is to design, develop, implement and manage the City’s geographic information system technology and to provide technical support for enterprise-wide applications. The position is responsible for performing geographic research, data development, database maintenance, spatial analysis and cartographic production on various maps and dataset layers. Position provides assistance to specific departments with their GIS needs and software applications; and application of “best practices” for accuracy of GIS data conversion analysis and mapping; programming customized applications for various departments, the position is given a general outline of work to be performed and is free to develop work methods and sequences.

SUPERVISION RECEIVED
Receives general supervision from the Planning Director, Public Safety Director and/or City Manager.

SUPERVISION EXERCISED
Exercises autonomy and sound judgement over tasks as assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Performs geographic research, data development, database maintenance, spatial analysis and cartographic production on various maps and dataset layers of the City’s GIS.
  • Gathers, analyzes, and integrates spatial data from staff and determines how best the information can be displayed using GIS.
  • Compiles geographic data from a variety of sources including censuses, field observation, aerial photographs and existing maps.
  • Designs and updates GIS databases.
  • Enters new map data through digitizing or by direct input of coordinate information using the principles of cartography including coordinate systems, longitude, latitude, elevation, topography, and map scales.
  • Collects, stores and retrieves documents, land records, easements, as-built drawings and associated databases.
  • Analyzes complex legal descriptions to resolve conflicting information and ensure the integrity of the GIS data.
  • Prepares graphics using GIS software for City Council presentations, reports, court cases, and special projects.
  • Uses GIS-associated software to analyze data and produce maps to be included in specification documents.
  • Assists customers and city staff with the interpretation of GIS data, aerial photos, etc.
  • Meets with users to define data needs, project requirements, required outputs, or develop applications.
  • Establishes and maintains effective working relationships with internal staff, representatives of other public agencies, contractors, consultants and the public.
  • Designs, programs, and implements custom software applications for various departments.
  • Schedules and coordinates application development and systems integration provided by outside service contractors.
  • Provides technical support, training, guidance and direction to GIS users.
  • Develops policies and procedures for users and output requirements for GIS services
  • Acts as the Addressing Administrator; assigns and make changes to addresses within the city limits.
  • Assist with FEMA Floodplain administration.
  • Geodatabase Administrator for the ancillary Software
  • Assist with economic development through use of Business Analyst.
  • Regular attendance required.
  • Attend and participate in professional group meetings, seminars and trainings in order to stay abreast of new trends and innovations in the field of geographic information systems technology.

PERIPHERAL DUTIES

  • Works after hours and on weekends as needed.
  • Performs related duties and responsibilities as required.

MINIMUM QUALIFICATIONS

Education and Experience:

  • Two years of related experience.
  • Associates degree, vocational technical degree, or specialized training equivalent to satisfactory completion of two years of college education with emphasis in geography, planning, GIS or a closely related field.

KNOWLEDGE, SKILLS AND ABILITIES REQUIREMENTS

  • Current hardware and software technology for data and communication systems.
  • Principles and practices of personal computers, communications and information technology, peripherals, and various platforms.
  • Principles and practices of spatial relationships and analysis.
  • Pertinent Federal, State, and local laws, codes and regulations.
  • Principles and procedures for developing goals and objectives.
  • Principles of effective public relations and interrelationships with community groups and agencies, private businesses and firms, and other levels of government.
  • Assess customer needs and respond to them quickly and efficiently.
  • Understand the value of teamwork and shared resources/knowledge.
  • Foster change and realize its benefits
  • Move away from traditional systems, develop new work processes and remain open-minded.
  • Be flexible with varying job responsibilities.

SPECIAL REQUIREMENTS

  • Principles and techniques of complex systems analysis and programming.
  • Research and investigate geographic information system industry techniques and products; evaluate and recommend GIS software and hardware systems.
  • Creates maps and graphs using GIS software and related equipment
  • Operates and maintains GIS software, plotter, color printer and peripheral equipment
  • Microsoft operating platforms, Microsoft Office software and ESRI software.
  • Possession of, or ability to obtain, a valid Texas driver’s license.

TOOLS AND EQUIPMENT USED
Personal computer, including word processor, spreadsheets, project management software, 10-key calculator, phone, copy machine, fax machine, etc.
