GIS/IT Specialist

City of Grain Valley

Grain Valley,  Missouri

The primary function of employee in this position is to lead, coordinate and manage the development, integration and maintenance of a comprehensive Geographic Information System (GIS) system for the City; and provide Information Technology (IT) support to vendor(s) that provide information technology services to the City. The time allocation is 80% GIS and 20% IT; the City has a third party vendor that provides IT support.

Essential Functions

  • Assures the integrity, security, and performance of systems and effectively communicate issues, analyze problems and recommend solutions
  • Develops GIS applications and web apps in ArcGIS; plans, coordinates and prioritizes GIS development projects to assure GIS projects meet objectives; evaluates trends, anticipates problems, and reports on performance and status of GIS projects
  • Conducts end-user training on new and existing GIS and ESRI products
  • Prepares special and recurring reports and proposals for work projects, contracts, and GIS development plans
  • Establishes quality control standards for GIS data layers; develops procedures to reduce system errors and enhance system functionality and stability
  • Coordinates with staff in various departments to perform data analysis, update data and maps and provide general mapping expertise
  • Develop maps for presentations at staff and public meetings
  • Maintain base maps including the Official Zoning Map and database
  • Research and generate notification lists of property owners for public hearings
  • Transfer information from hard maps to computer based maps
  • Provide all aspects of technical support to ensure that employees’ workstations can always successfully connect to networks and access critical data; including setting up hardware or software, diagnosing connectivity or data access problems, answering questions about hardware or software, and helping users access shared drives and devices
  • Evaluates and recommends new software, hardware, and peripheral equipment; develops and monitors work procedures, policies, and plans
  • Work with third party vendor(s) to support subscription-based information technology managed services program
  • Ensure proper printer/plotter installation and maintenance
  • Provide all aspects of technical support to third party vendor(s) for phone, cable, internet connectivity, video surveillance system and meter reading system
  • Provide software assistance with third party applications such as Microsoft Office, Incode and other various software applications
  • Monitor software licensing compliance and security certificates requirements
  • Prepares and updates the 5-year Computer and Electronic Replacement Program (CERP)
  • Creates and maintains emergency response data, centerline, and address point data for Mid-America Regional Council (MARC)
  • Oversee cybersecurity plan for reducing cybersecurity risk
  • Work with third party vendor(s) to support remote data back-up and disaster replication services
  • Maintain permanent records, files and drawings for the Planning and Engineering Division
  • Perform all other duties as assigned

Minimum Qualifications

  • Bachelor’s Degree in GIS, Planning, Engineering, Geography, Computer Science, related field or any equivalent combination of education and experience
  • Four (4) or more years’ work experience in GIS and/or IT systems
  • Requires knowledge of GIS/ESRI software and application programming languages

Preferred Qualifications

  • Two (2) or more years’ work experience in public sector GIS and/or IT systems field
  • GIS professional certification

Knowledge, Abilities and Skills

Knowledge of:

  • General office practices and procedures
  • Database design, drafting and management of GIS, ESRI, AutoCad and MiroStation software applications
  • IT systems

Work Environment

  • The primary duties of this class are performed in a general office environment
  • Limited field work is necessary to verify GPS infrastructure coordinates for mapping
  • Limited field work for security camera maintenance
