General Statement of Duties: Performs work in the processing, integration, and maintenance of automated mapping, and attribute standards and procedures for the production of geobase maps and data using a geographic information system (GIS). Assists in the preparation of GIS databases and related cartographic services, and provides graphics and mapping services to other County Departments and the public.
Supervision Received: Works under the supervision of the Program Manager - GIS and performs a variety of routine work within established policies, procedures and receives detailed instructions on new projects and assignments.
Supervision Exercised: This position has no supervisory responsibilities.

Required Knowledge, Skills and Abilities:
Education: A Bachelors degree from an accredited college or university in GIS, Geography or a closely related field. Masters degree in GIS will substitute for one (1) year of experience.
Required Knowledge: Knowledge and training in the procedures and standards used in the production of a geographic information system (GIS). Knowledge of common road systems, addressing systems, and a high level of familiarity with the public land survey system (PLSS). Knowledge and training in the procedures and standards used in the production of a geographic information system (GIS). Knowledge of data analysis techniques using GIS-related software and methods. An understanding of scripting/coding with Python in an ArcGIS environment. Knowledge and understanding of database design and implementation. Comprehensive knowledge of the principles and techniques of cartography, surveying, and digital mapping. Understanding of projections and coordinate systems. Familiarity with a variety of equipment, including but not limited to mobile devices, GPS units, scanners, and plotters.
Language Skills: Must have the ability to communicate effectively both verbally and in writing and the skill to organize materials and present information clearly and concisely in verbal and written form. Must be able to read, understand, and interpret complex documents. Must understand and follow verbal and written instructions. Must have proficient knowledge of the English language, proper grammar, punctuation and spelling in other oral and written communication and have understanding of current technical report and business correspondence writing techniques and methods. Must be able to read, comprehend and apply laws, rules, regulations, policies and standard operating procedures required for this position, as well as, technical reports, procedure documents and manuals. Must be able to make effective and persuasive presentation on complex topics to a wide variety of audiences.
Interpersonal Skills: Must have the ability to establish and maintain cooperative working relationships with fellow employees, representatives of other agencies and organizations and members of the community. Must have a strong customer focus orientation and have the ability provide information, answering questions and taking messages. Must be able to accept interruptions in a polite and effective manner. Must have the ability to be an effective team member and maintain sensitive and confidential information. Must maintain appropriate professional boundaries in relationships with customer/clients and the general public.
Mathematical Skills: Must have the ability to work with moderate to complex mathematical concepts such as addition, subtraction, multiplication and division in all units of measure, using whole numbers, fractions, percentages, decimals, proportions, rates and ratios. Must be able to analyze technical data and apply it to practical situations.
Reasoning Skills: Must be able to apply principles of logic and reasoning or scientific thinking to a wide range of intellectual and practical problems and work independently with minimal direction. Must be able to prioritize work and simultaneously manage multiple responsibilities at times under pressure of tight deadlines and emotional situations. Must have the skill to solve problems involving concrete and abstract variables in a variety of situations within established guidelines.
Computer Skills: Must be able to effectively use modern office technology and equipment, including computers, calculators, telephone, copiers with scanning and faxing capabilities. Must have fundamental experience with word processing, database manipulation, spread sheets, email, and the knowledge to save and retrieve documents from a variety of destinations and sources. Proficient in the use of ESRI’s ArcGIS software, word processing, database and spreadsheet software applications including Eagle (Assessor’s database), Word, Excel, and Access. Experience with database software such as Oracle, MS SQL, or MS Access. Analyzing and model building experience. Knowledge of other engineering and GIS software is helpful.

This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Special Requirements: Must possess and maintain a valid Colorado Driver’s License with a satisfactory driving record.
