Overview

GIS Technician
This is an entry-level technical position primarily responsible for maintaining Geographic Information Systems (GIS) data and metadata based on customer specified requirements. The position also performs GIS quality control processes using predefined processes and GIS application functionality.

Work is performed under the general direction of the GIS Supervisor or the assigned lead

GIS Specialist
This is a professional technical position responsible for carrying out the implementation and enhancement of Geographic Information Systems (GIS) data, applications and processes based on specified requirements. The position maintains GIS data and metadata, creates mapping, performs quality assurance functions, and assists with the preparation of specifications for new GIS data/applications/processes.

Work is performed under the general direction of the GIS Supervisor. Performance is reviewed through observations, reports and achievement of desired results.

GIS Analyst
Under general direction, this is a professional technical position responsible for the design and implementation of Geographic Information Systems (GIS) data, mapping, quality assurance, analysis and application projects based on enterprise and customer specified requirements.

Work is performed under the general supervision of a GIS Supervisor. The position often serves as the technical team lead on GIS projects

Representative Duties

GIS Technician

  • Maintains Geographic Information Systems (GIS) data and metadata.
  • Digitizes GIS features and geo-rectifies images, engineering plans, and plats to support GIS maintenance processes
  • Reads legal land descriptions and reviews plats and engineering as-built plans
  • Follows predefined processes using internal and external data sources to validate GIS data quality.
  • Documents, develops and completes data projects as assigned by the unit supervisor.
  • Conducts basic land records research.
  • Interacts on occasion with other County agencies.
  • Performs other related duties as assigned.

GIS Specialist

  • Proficiently uses Geographic Information Systems (GIS) software to maintain GIS layers, perform basic GIS analysis, and plans, documents, analyzes, and develops GIS projects as assigned.
  • Conducts land record research, reads legal land descriptions, and reviews plats and as-builts to support GIS production and project activities.
  • Digitizes GIS features and geo-rectifies images, engineering plans, and plats to support GIS maintenance processes.
  • Researches, consults, and analyzes various data sources to improve the quality of GIS data.
  • Produces mapping using GIS and graphics software following customer requirements
  • Provides basic GIS training to business users.
  • Interacts regularly with other Orange County agencies and other local governments.
  • Performs other related duties as assigned.

GIS Anlayst

  • Leads Geographic Information Systems (GIS) projects under general direction.
  • Performs GIS analysis and mapping as assigned.
  • Develops and analyzes business requirements and designs, develops and tests new GIS data, processes and applications.
  • Analyses, troubleshoots, and improves existing GIS data, processes, and applications.
  • Designs and implements quality assurance processes.
  • Provides GIS support services to County management and staff.
  • Supports and mentors other GIS staff.
  • May represent business units on the Orange County GIS Technical Committee.
  • Interacts regularly with other County agencies, local governments, and the private sector.
  • Performs other related duties as assigned.

Minimum Qualifications

GIS Technician

Associate's degree from an accredited institution in one of the following areas: geographic sciences, information sciences including the information technologies, political science and public policy, administration and business management, mathematical science, engineering technology, land and environmental studies or a closely related field and one year of experience with applications used for GIS data maintenance; or an equivalent combination of education or experience

GIS Specialist

  • Bachelor’s degree from an accredited institution.
  • Three years of progressive experience demonstrating knowledge of the use and application of GIS data and technologies. A Master's degree or other higher level degree may substitute for two years of this experience

GIS Analyst

  • Bachelor’s degree from an accredited institution.
  • Four years of progressive experience demonstrating a comprehensive knowledge of the use and application of GIS data and technologies. A Master’s Degree or higher level degree from an accredited institution may substitute for two year of experience

Preferences

GIS Technician

  • Associate's degree from an accredited institution in specified or closely related fields.
  • Experience with GIS data maintenance and mapping production processes.
  • Experience reading and using legal descriptions and interpreting aerial photographs

GIS Specialist

  • Experience with GIS data maintenance, basic GIS analysis functions, and map production
  • Experience with reading and using legal descriptions and interpreting aerial photographs
  • Experience with the application of GIS to business processes
  • Proficiently uses web based GIS technologies such as ArcGIS Online and ArcGIS Enterprise Portal

GIS Analyst

  • Experience with spatial data management, spatial analysis technologies, process design and modeling, server and web GIS technologies.
  • Experience with applying GIS technologies to help understand and resolve business process issues
  • Proficiently uses web based GIS technologies such as ArcGIS Online and ArcGIS Enterprise Portal
  • Familiar with GIS programming languages such as Python, Arcade and Jupyter Notebook

Salary

  • GIS Technician $ 18.90 - $24.13 per hour
  • GIS Specialist $ 42,453 - 55,016 - Annual Salary
  • GIS Analyst $ 49,982 - 64,709 - Annual Salary

Educational Requirements
