Under direction, performs professional level duties in support of the County's Geographic Information Systems (GIS) program, including the editing and maintenance of parcel features, the development and delivery of GIS information products, web applications and services; updates various geo-databases (file and SDE), database schema design, online data management and mapping, including web mapping applications from custom software; performs data reformatting, extraction and merging, GIS software technical support, assists in designing and monitoring programs and procedures for users and performs spatial analysis for special projects and performing QA/QC activities; utilizes ESRI's ArcGIS software to define a project and establish work flows, processes, and methods in ArcGIS, to troubleshoot and problem solve non-routine issues, and to determine and apply the most appropriate ArcGIS suite of products to accomplish the project objectives; performs related duties as assigned.
Essential Functions and Responsibilities
Updates and maintains the County's GIS datasets, services and web applications
Edits and maintains county's cadastral parcel data set
Identifies and compiles database information in response to requests; maintains, updates and creates ArcGIS Server services for data distribution
Utilizes ArcGIS to query and analyze existing enterprise GIS geodatabase datasets
Works with a variety of software and datasets to leverage federal, state, county, and community data
Reviews mapping website output and updates GIS information to ensure accuracy and compliance with department standards
Collaborates with outside agencies and other county departments to develop and maintain processes for handling spatial data requests
Provides immediate response to emergency mapping situations and requests
Provides input in discussions concerning GIS best practices and ideas to improve day to day operations
Operates an automobile while performing assigned job duties
QUALIFICATIONS (EDUCATION AND EXPERIENCE):
An Associate Degree or Certificate in Geographic Information Systems, Computer Science, Math, Information Technology or a directly related field from an accredited college or university
Minimum of six (6) months experience using Esri ArcGIS Desktop, ArcGIS Server, ArcGIS Portal, and ArcGIS Online
Minimum of six (6) months experience creating, sharing and querying ArcGIS server services
Minimum of six (6) months experience editing and maintaining cadastral parcel features
Minimum of six (6) months experience editing in a versioned database
A Bachelor Degree in Geographic Information Systems, Geographic Information Systems, Computer Science, Math, Information Technology or a directly related field from an accredited college or university
SKILLS AND SPECIFICATIONS:
Ability to edit existing GIS web applications and mobile applications
Knowledge of GIS dataset schema design, views, data tables and maintenance
Understanding of ESRI enterprise GIS components - Desktop, Server, Portal, ArcGIS Online
Strong data management and data organizational skills
Knowledge of Microsoft Office Products, including Word, Excel, PowerPoint and Access
Ability to prepare and present technical written and verbal reports in a clear and logical manner
Ability to work independently and as a member of a team
Ability to coordinate multiple projects and meet deadlines
Ability to exercise judgment and initiative in analyzing problems and recommending solutions
Possession of a valid Michigan driver's license and an operable insured automobile for authorized travel
Ability to establish and maintain effective working relationships with elected officials,
Administrators, Department Heads, staff, union officials and the public
Ability to conduct oneself with tact and courtesy
Ability to work closely with community assessors, planners and consultants
Ability to effectively speak, write and understand the English language
Ability to speak and understand a language other than English is preferred
WORKING CONDITIONS/PHYSICAL DEMANDS:
Works in an office environment and uses a computer, telephone and other office equipment as needed to perform duties. The noise level in the work environment is typical of that of an office with frequent contact with customers.
Manual dexterity and regular fine-finger and hand/wrist motions are required for operating a keyboard, writing and filing
While performing the duties of this position, the employee is regularly required to talk or hear
Will, at times, be required to drive or lift up to ten (10) pounds
