GIS Specialist II

GIS Technician

This posting will be used to fill a Full Time, Permanent, GIS Specialist position within the Department of Public Works, Bureau of Engineering funded through the Watershed Protection and Restoration Program. Under direction, this position performs professional work involving the development and use of GIS and leads and coordinates activities of GIS Technicians performing various tasks involving considerable responsibility, complexity and variety.

NATURE AND VARIETY OF WORK

Under direction, performs professional Geographic Information System work in developing and maintaining GIS databases and applications. Employees apply knowledge of programming, database management, and systems analysis methods and techniques to support and customize department specific GIS applications. The work involves: analyzing and documenting system requirements; developing, testing, and prototyping GIS applications; and designing and developing procedures for maintaining GIS databases. An employee in this class serves as an individual contributor with day-to-day responsibility for administration of one or more major GIS components such as a major database including many tables or a hardware/software system. An employee in this class may use either CAD software or GIS software or both depending on the needs of the unit to which the employee is assigned. An employee in this class determines information needed and methods to be used, and applies a variety of techniques to complete assignments.

Examples of Duties and Knowledge, Skills and Abilities:

  • Manages departmental staff of GIS Specialist I and GIS Technicians
  • Administers spatial database(s) used for utility data.
  • Establishes and oversees the implementation of back-up strategies for GIS databases.
  • Coordinates the construction and maintenance of GIS databases, and prepares technical documentation.
  • Performs or assists in developing and administering quality control processes.
  • Assists OIT Staff in the Administration of servers.
  • Develops complex scripts to automate GIS or other database related tasks.
  • Develops and documents workflows and standard Operating Procedures for repetitive tasks.
  • Effectively decides on such matters as implementation of geographic information systems; user requests; GIS data input, organization and map production; and repair or replacement of equipment.
  • Discovers patterns and trends through spatial mapping of data and spatial analysis.
  • Perform data munging and cleaning to convert data into its desired form.
  • Produce reports on geographic data utilizing data visualizations.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • CAD: 1) the standard terminology, techniques and practices of drafting (computer aided); 2) basic drafting nomenclature and symbols and cartographic design; 3) mathematics including algebra, trigonometry, and plane geometry; 4) the principles and methods of GIS, cartography and map maintenance and quality control.
  • GIS: 1) modern GIS programs (e.g., ArcGIS); 2) Basic knowledge of drafting nomenclature and symbols and cartographic design; 3) the principles and methods of GIS, cartography and map maintenance and quality control.

Skill in:

  • CAD: 1) traditional drafting techniques; 2) use of computer aided drafting (CAD); 3) preparation of computer and manually generated graphics and charts; 4) digitizing data for use in a CAD system.
  • GIS: 1) entering and accessing data in a GIS database; 2) producing maps from a GIS database; 3) preparation of computer and manually generated graphics and charts; 4) Data analysis

Ability to:

  • Understand and follow oral and written instructions and sketches
  • Supervise subordinates engaged in GIS-related activities.
  • Work closely with departmental employees and representatives of other departments in communicating and providing technical information and services.
  • Communicate directly with consultants regarding contract deliverables and performance

Minimum Qualifications:

Graduation from an accredited four-year college or university with major course work in geography, cartography, planning, computer science, or civil engineering; two (2) or more years of experience in the operation and application of GIS technology; one (1) or more years of experience in computer installation and repair, including configuration of small area networks; and a valid non-commercial Class C motor vehicle operator's license.
