Overview
The Agency of Digital Services is seeking an enthusiastic GIS Professional to join the Vermont Center for Geographic Information as a GIS Professional for the Department of Health.

The GIS Professional IV will work with the GIS Manager on all GIS administration at the Vermont Department of Health (VDH), and will support the administration of data governance policies, helping to establish and maintain standards for the use and storage of spatial data and public health data in general. The incumbent will serve in an advisory role for Health Informatics design and decision-making at VDH, and assist VDH employees in the use, analysis, and dissemination of spatial data and spatial data products, and assist in the development and maintenance of data life cycles for spatial data. The incumbent will advise, assist, and train health employees in geospatial technologies applied to public health data, create and maintain Enterprise GIS datasets, and create and maintain GIS documents, workflows, and web mapping applications.

Successful applicants will demonstrate a proficiency in the following areas:

• Knowledge of the principles of geographic information science and GIS technology
• Extensive skill in the use of GIS software
• Knowledge of principles of Health Informatics
• Experience with data standards and data governance principles
• Ability to communicate clearly verbally and in writing
• Experience communicating complex issues to wide audience
• Basic knowledge of UX design principles
• Basic skill in graphic design
• Experience managing web content
• Experience with variety of media platforms
• Knowledge of GIS other database management software and programming techniques used for GIS
• Knowledge in geospatial editing tools, methods, and procedures
• Knowledge of GIS data transformation methods
• Ability to edit geospatial data and maps with accuracy and precision
• Ability to document data editing procedures, data quality, and metadata
• Knowledge of mobile and web GIS technologies notably with how these technologies enable GIS data management
• Ability to coordinate volunteers Ability to plan and coordinate events and projects
• Knowledge of cartography
• Ability to read and interpret maps, survey notes, engineering plans
• Ability to evaluate proposed new geospatial techniques, data models and equipment, and prepare recommendations on their use
• Ability to review work of mapping contractors and other service providers.

AHS BACKGROUND CHECKS: This position will primarily support a department within the Agency of Human Services. Candidates must pass any level of background investigation applicable to the position. In accordance with AHS Policy 4.02, Hiring Standards, Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising re-employment (RIF) rights.

Environmental Factors
Duties are performed primarily in a standard office setting although regional office visits will require travel. Fieldwork may be required. Attendance at meetings, seminars or conferences outside of normal work hours may be necessary. Manual dexterity is required in operating computers and GIS-related hardware, as are good eyesight and eye-hand coordination.

Minimum Qualifications
Bachelor's degree in GIS, geography, computer science or other closely related field AND two (2) or more years of experience in GIS, geography, computer science, or other closely related field.

OR

Associate's degree or two (2) years of college coursework in GIS, geography, computer science, or other closely related field AND four (4) or more years of experience in in GIS, geography, computer science, or other closely related field.

OR

Six (6) or more years of experience in in GIS, geography, computer science, or other closely related field.
