Provides data collection, mapping, land use planning and geographic information system (GIS) support for the Planning and Zoning Department utilizing the ESRI Product Suite platform.

Essential Job Functions:

Essential functions are fundamental job duties. They do not include marginal tasks which are also performed but are incidental to the primary functions.   • Prepares maps and attribute data for inclusion in the GIS database; analyzes GIS data; and presents GIS data in graphic format.
  • Maintains GIS hardware and software and makes recommendations for upgrades with software and hardware cost estimates; follows guidelines for acquisition, development and maintenance of computer equipment and data in accordance with the policy and procedures.
  • Maintains contact information for a network of local, regional and state professional GIS users for data and information sharing; maintains a professional relationship with interested parties.
  • Maintains membership in the Northwest Florida GIS Users Group and may attend regional meetings.
  • Creates and maintains departmental databases, to include developing and editing supplemental GIS data.
  • Researches and compiles data (i.e., legal descriptions, ordinances, right-of-ways, property appraiser assessment maps, legal subdivision plats) regarding county planning and building issues.
  • Develops, researches, prepares and maintains support documentation (i.e., maps, tables, charts) for grant applications, grant administration projects and public planning studies.
  • Compiles reports and records for documentation purposes, accountability and future reference (i.e., impact studies, population data and analysis, maps, diagrams).
  • Assists in the review and analysis of reports, studies and other forms of documentation.
  • Assists in the analysis of demographic, statistical and other forms of data for incorporation into comprehensive planning tasks.
  • Ensures accurate documentation of procedures and standards used to develop and produce GIS data.
  • Interacts with the public in an effective and courteous manner.
  • Must demonstrate commitment to our mission, vision, values and goals and represent the
  • County in a professional, dignified manner at all times both in actions and appearance.
  • May have a role in the County's disaster preparation and/or disaster recovery efforts, as designated in the County Comprehensive Emergency Management Plan; may be required to work before, during and/or after an emergency.
  • Must be able to meet minimum attendance standards.
  • Performs related duties as required.

ESSENTIAL PHYSICAL, VISUAL AND COMMUNICATION SKILLS:
The physical requirements are that of sedentary work and include exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Walking and standing are required occasionally. Requires repetitive motion of the wrists, hands and/or fingers.

Requires close visual acuity to perform an activity such as: preparing and analyzing data and figures. Transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes. Requires the ability to differentiate colors and shades of color.

Requires the expression or exchange of ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to others accurately, loudly or quickly. Requires perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication and to make the discriminations in sound.

ENVIRONMENTAL CONDITIONS:
The working environment involves everyday risks or discomforts that require normal safety precautions and is nearly absent of potentially disagreeable elements, such as irate customers, outdoor weather conditions, excessive noise, extreme temperatures, odors, dust, etc. The employee is not substantially exposed to adverse environmental conditions (such as in typical office or administrative work). County-wide travel and periodic outdoor site inspection or inventory work is required to facilitate duties.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge and application of current principles and practices of mapping; recent developments; current literature and sources of information in the field of cartography or geography. Knowledge of computer programs necessary for computerized mapping and drawing; Geographical Information Systems (GIS). Knowledge of current theories, principles and practices of urban planning and regulatory techniques; research and data gathering procedures necessary for a successful long range planning program such as population projections and economic base analysis; project management principles; applicable federal, state and local laws, rules, regulations, codes, and/or statutes.

Required to operate a personal computer, plotters and word processing programs. Requires creative and business proofreading, editing, writing and research; verbal communication; and public speaking.

Required to conduct complex, independent studies and analyzes and formulate recommendations; research, collect and evaluate planning data and prepare written reports; read, interpret, and apply planning-related laws, rules and regulations; present programs and ideas clearly and concisely both orally and in writing; speak before public groups; establish and maintain effective working relationships with employees, officials and public.

Minimum Qualifications:

Bachelor's Degree from an accredited four year college or university in Computer Science, GIS, Planning, Physical or Natural Sciences or a closely related field; supplemented by two (2) years of experience in relational database development, GIS analysis using GIS and mapping software and technology; or an equivalent combination of education, training and experience that provides the required knowledge skills and abilities. Additional qualifying education, professional certification and experience, that provide the necessary knowledge, skills and abilities, will be considered in lieu of the required college education. Experience with ESRI ArcGIS is required.

LICENSURE AND/OR CERTIFICATIONS:
Requires a valid driver licenses at the date of hire and maintain said license while employed in this position.
