Performs complex skilled technical work researching, gathering, and maintaining records and maps, entering property data into database, plotting parcels from deed descriptions and survey maps, assigning parcel identification numbers, assisting the public with property inquiries, and related work as apparent or assigned. Work is performed under the general direction of the Assistant Tax Assessor.
KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of principles, practices, and techniques of property mapping; general knowledge of tools and equipment required for mapping function, including GIS; general knowledge of the procedures, forms, record keeping systems and reports for the Tax Department; general skill operating standard office equipment, hardware and software; ability to prepare accurate and neat drawings; ability to deal courteously and tactfully with the public in adjusting complaints and explaining tax laws and policies; ability to solve problems within scope of responsibility; ability to make arithmetic computations using whole numbers, fractions and decimals; ability to establish and maintain effective working relationships with coworkers and the public.
MINIMUM EDUCATION AND EXPERIENCE:
Associates/Technical degree in drafting, mapping, computer operations, geographic information systems, or related field and moderate experience in property mapping, assisting surveyor, or equivalent combination of education and experience.
This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires walking, sitting and repetitive motions and occasionally requires standing, stooping, kneeling, crouching or crawling, reaching with hands and arms and pushing or pulling; work requires close vision and ability to adjust focus; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts and using of measuring devices; work is generally in a moderately noisy location (e.g. business office, light traffic).
Certified Mapper through the NC Property Mappers Association or acquire within two years of hire. Must complete continuing education requirements every two years. Valid driver’s license.
