Under the guidance of the Deputy Director of Engineering and Engineering Technology, in cooperation with the ITS Department staff and the Utility department Management Information System staff, this position is responsible for the effective management of the Utility department 's Geographic Information System (GIS) resources and processes. This includes analyzing and managing data, implementing and maintaining standard procedures, training and managing staff, keeping abreast of advances in GIS technology, providing subject matter guidance in developing long-term and short- term goals, strategic objectives and initiatives in coordination with the Utility department comprehensive strategic management plan.

  • Manage and direct the utility department GIS group, including managing the system and establishing, communicating and maintaining standard operating procedures.
  • Work with utility department staff and other city departments to set priorities, assign and monitor Utility department GIS work, maintain records and documentation, prepare reports, maintain work safety, and effectively perform GIS functions to achieve goals and objectives related to regulatory agencies and the Consent Decree.
  • Provide program direction, priorities, goals, objectives, budgets, and initiatives pertaining to the management and maintenance of GIS to fulfill the mission of the Utility department
  • Research GIS records to assist in developing and administering asset management plans, capital budgets, operating budgets, policies, procedures, and performance indicators.
  • Ensure high quality data and provide research, analysis, reports and maps to assist with regulatory requirements, emergency management, presentations and decision making.
  • Serve as subject matter expert, keeping abreast of advances in GIS technology, developing and recommending changes as needed.
  • Provide GIS related guidance and assistance to project teams.
  • Develop GIS protocols/standards within the Utility department.
  • Ensure the timely implementation of GIS related projects.
  • Provide training for GIS employees within the program.
  • Participate in classes and/or attend conferences that are deemed necessary by the Deputy Director of Engineering and/or Utility Director.
  • Follow City and Utility department safety practices and guidelines at all times, including wearing proper personal protective/safety equipment.
  • Other duties as assigned.
  • Regular attendance and timeliness is required.


Directly supervise GIS Analysts, GIS Modeler, and GIS Records Technician within the program. Carries out supervisory responsibilities in accordance with the City's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; addressing complaints and resolving problems.

  • Bachelor degree in GIS, Geography, Engineering, Information Systems or other closely related field is required.
  • Minimum of three (3) years’ experience working in GIS
  • Must have software experience with ESRI GIS core products (ArcMap, ArcCatalog, ArcToolbox).
  • Experience working within with feature services, online maps, and web-based applications.
  • Minimum of two (2) years supervisory experience required.
  • May consider any equivalent combination of experience and training which provides the knowledge, skills, and abilities necessary to perform the work.
  • Must possess a valid driver’s license.


  • Experience with ESRI ArcSDE, Spatial Analyst extension, geocoding, network analysis, ArcGIS Pro, or ArcGIS Enterprise.
  • GISP Certification.
  • Experience with computer-aided design (CAD) software (AutoCAD, Microstation).
  • At least two (2) years with utilities, public water or wastewater experience.
  • Experience working with Lucity software or similar work-order/asset management software packages.


  • Knowledge of construction and maintenance of wastewater, water, and storm water systems.
  • Understanding of the Utility department and public decision makers' perspectives and needs.
  • Broad computer knowledge including Microsoft Office products.
  • Proficient with ESRI ArcGIS Suite software versions 10.4 or newer.
  • Basic knowledge and understanding of spatial modeling, ArcGIS Data Reviewer, Python scripting, Access, SQL, and database management.
  • Knowledge with editing and maintaining a GIS enterprise environment (versioning, replication).
  • Excellent cartographic skills
  • Data modeling experience.
  • Knowledge of Utility Capital Planning, and Asset Management.
  • Thorough knowledge of Geometric Networks and spatial representations of utility data.
  • Thorough understanding of and ability to directly provide leadership, motivation, supervision, training, and evaluation of the workforce.
  • Ability to establish and implement effective work routines and schedules using sound time-management methods to set and meet deadlines.
  • Ability to develop and manage professional relationships with staff and external consultants.
  • Excellent communication and interpersonal skills are a must.
  • Knowledge of modern office practices, procedures, and equipment.
  • Must be proficient in the use of Microsoft Office products.

While performing the duties of this job, the employee must frequently stand, walk, talk and hear. Occasionally sit, use hands to handle objects, and reach with hands and arms. The employee is occasionally required to lift up to 25 pounds.

While performing the duties of this position the incumbent is occasionally exposed to outdoor weather conditions, works near moving mechanical parts and is at risk of electrical shock. The incumbent is also exposed to wet, humid conditions (non-weather).
