GIS Developer

The selected applicant will serve as part of a team of geographic information system (GIS) specialists who create or maintain spatial databases, perform related computer programming activities, create or update maps, perform spatial analyses and process data requests.

Duties involve:

  • Developing custom applications using Web App Builder and other development tools
  • Creating scripts to automate various daily tasks and troubleshoot datasets
  • Providing analysis for various GIS datasets using available tools, including Tableau, Insights, Business Analyst, etc.
  • Working as part of a QA/QC team to lead validation of various datasets, scripts and applications
  • Overseeing the documentation of all newly developed tools and workflows
  • Other duties include: Gathering complete business requirements and gaining business approval before proceeding with solutions, maintaining a list of backlog requests, assisting in the prioritization of the backlog and planning of work streams.

In addition, the selected applicant will be required to possess an excellent working knowledge of programming with Python, JavaScript, and other languages. The ability to create custom widgets for Web AppBuilder for ArcGIS should be demonstrated by providing links to a portfolio of work. The ability to coordinate the installation and testing of custom applications as well as provide documentation is essential. Writing samples should also be provided.

Preferred Qualifications:

  • Candidates should possess a strong background of working with ArcGIS for Server creating map services, as well as a working knowledge of publishing GIS maps for public use and consumption.
  • Candidates should have strong written and oral communications skills, combined with the ability to work effectively with others in establishing cooperative relationships, and in a variety of settings (individuals, groups, inter- and intra-agency, etc.).
  • Experience in hydrologic modelling, scripting with Python (Jupiter Notebooks), data mining, climate modelling and scenario building, interdisciplinary data handling and management, remote sensed data (Lidar, etc.), and flood hydrology.
  • An understanding of civil engineering concepts and spatial/statistical methods for data analysis is highly desired.
  • A familiarity with agile project management methodologies and the principles and practices of transportation planning is preferred.

Software Requirements

  • ESRI ArcGIS Desktop 10.6.1* (ArcMap and ArcCatalog)
  • ESRI ArcGIS Spatial Analyst Extension
  • ESRI ArcGIS Spatial Analyst Extension
  • ESRI ArcGIS 3D Analyst Extension
  • Knowledge of user-friendly Python IDE’s such as PyScripter (https://sourceforge.net/projects/pyscripter/) in which to view, edit, and run Python scripts.
  • ArcGIS Enterprise platform application and database management
  • SQL Server database administration

Qualifications

First consideration will be given to those applicants that apply within the first 14 days.

Minimum Entrance Requirements:

Applicants must have at least (A) four years of full-time, or equivalent part-time, professional or technical experience in urban planning, regional planning, land use planning or transportation planning, and (B) of which at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in urban or regional planning or transportation, civil or environmental engineering may be substituted for a maximum of two years of the required (A) experience.*

II. A Graduate degree with a major in urban or regional planning or transportation, civil or environmental engineering may be substituted for maximum of three years of the required (A) experience and one year of the required (B) experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.

Special Requirements: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's license may be required.

For Non-MassDOT Applicants: Applicants for this position must possess a bachelor’s degree, or higher, in urban or regional planning, transportation, civil or environmental engineering for this position.

For MassDOT Employees: Applicants for this position must possess a bachelor’s degree, or higher, in urban or regional planning, transportation, civil or environmental engineering for this position, or hold a position in the department in the next lower title than the position applied for, in the same or similar career ladder.
