Under the direction of the Bureau Chief of Project Development, designs, develops and maintains the geospatial applications and specialized/unique transportation-related databases through its’ concept, design and implementation phases. Assists with mapping the Multi-Year Capital Improvements program, creating and maintaining transportation asset inventories and providing assistance/training to staff in the use and initiation of Geographic Information System (GIS) applications. Oversees and reviews the design/production of maps, charts, and exhibits for communication to elected officials, Federal, State and local governmental agencies and general public. Collaborates with the Cook County Bureau of Technology’s GIS department to coordinate software and hardware issues. Performs other duties as assigned.

· Graduation from an accredited college or university with a Bachelor’s Degree in Geography; Mapping; Urban Planning; Geographic Information Science; Computer Science; Geology; Environmental Science; or Civil or Environmental Engineering. (Must provide original college/university transcript at time of interview)*
· Five (5) years of full-time work experience in Geographic Information Technology using the ESRI technology platform to conduct analysis is required.
· Valid driver’s license. (Must provide proof at time of interview)
· Experience as a manager or supervisor.
*Degrees awarded outside of the United States with the exception of those awarded in one of the United States’ territories and Canada must be credentialed by an approved U.S. credential evaluation service belonging to the National Association of Credential Evaluation Services (NACES) or the Association of International Credential Evaluators (AICE). Original credentialing documents must be presented at time of interview.
KNOWLEDGE, SKILLS, ABILITIES AND OTHER CHARACTERISTICS
Knowledge of asset management using efficient GIS production methods; acquiring field data utilizing automated digital collection processes and equipment and multi-year capital programming tools and procedures.Knowledge of software compliance to ensure it is adhered to for all systems supported by the department.Thorough knowledge of ESRI GIS software, related geospatial technology, Microsoft Windows OS, and Microsoft Office Suite. Strong background in data management. Skill publishing services to ArcGIS Server and working with the ArcGIS Server REST API. Ability to manage GIS data within at least one of the following: Oracle, SQL Server, and/or PostgreSQL database environments. Ability to coordinate with multiple agencies to develop applications for visualization, analysis and presentation of environmental data. Ability to work with ArcGIS Desktop and ArcGIS Server. Strong written, verbal and interpersonal skills. Ability to quickly learn new technologies, work in a team environment, and quickly turnaround maps, application prototypes or deliverables. Ability to communicate in verbal and written formats to prepare exhibits/presentations related to GIS. Ability to direct, motivate and supervise subordinates to meet deadlines. Ability to coordinate the work of consultants to implement projects. Ability to prepare annual budget requests, assure effective and efficient use of budgeted funds, staff, materials, facilities and time.
This position may require moderate to extensive travel to work assignments throughout Cook County for which the employee must provide his/her own adequate means of transportation.
