About the Data Tools and Governance Division

The Data Tools and Governance Division connects both internal and external customers to information and services by providing the access, framework, tools and expertise required to fully leverage the City's data and information assets. Data is dedicated to transforming Denver’s access to and use of data to drive strategy, policy, and operations. The security team plans and implements security governance and controls, monitors and responds to cyber threats and vulnerabilities.

As a GIS Data Administrator for the Data Tools and Governance team within Technology Services, you will be responsible for managing the City and County of Denver’s Geographic Information Systems (GIS) Program and providing the highest level of customer service to our clients. You will also serve as a GIS technical expert by developing and implementing industry accepted standards and procedures for use of GIS applications and services and promoting the adoption of these standards and procedures throughout the city for GIS professionals and users. You will be responsible for a variety of project activities to develop and implement GIS technology, which will include data layer development/management, high quality map production, complex GIS analysis, conducting training, and documentation of processes.

Additionally, the GIS Data Administrator:

  • Actively partners with City agencies to develop data and applications to support a sustainable, well-maintained, standards-based, enterprise GIS.
  • Provide technical expertise in data management, data integration, and data publication support
  • Consult with users, management, and other GIS staff to determine data needs and system requirements
  • Assist in the design, development (implementation), and maintenance of the organization’s GIS
  • Increase Technology Services’ efficiency by scripting repetitive data management activities and writing documentation that describes the operating procedures
  • Develop, maintain, and execute quality control/assurance programs
  • Provide (or supplement) GIS training activities and providing technical support to GIS users
  • Use ArcGIS Online and Portal to develop Webmaps, Storymaps, and Dashboards
  • Use Web AppBuilder to build geospatial applications
  • Perform spatial analysis and create information products from the GIS and related software and subsystems
  • Assist in the maintenance of the Streets and other Enterprise GIS Geodatabases
  • Assist in data modeling activities to build quality into our GIS data
  • Develop and maintain ArcGIS Server GIS Services (Map, Feature, Image, and Geoprocessing) to support integrations with other Enterprise applications
  • Help develop GIS standards and governance documentation for City GIS users
  • Performs other related duties as assigned or requested.

About You
We are looking for someone with some or all the following skills and experience:

  • Minimum of three years current, professional level experience with GIS analysis, development and/or data administration. Additionally, experience should include:
  • Professional knowledge of ESRI’s complete suite of GIS software including ArcGIS Desktop, ArcGIS Pro, ArcGIS Server, and ArcSDE
  • Expertise in ArcGIS Online
  • Experience performing complex geospatial and tabular analysis
  • Cartography/data visualization skills
  • Experience editing in a multi-user geodatabase environment (SDE, versioned editing)
  • Experience with Python scripting to automate tasks

Education requirement: Bachelor's Degree in Geography, Planning, Computer Science, Engineering or a related field.

Experience Requirement: Three (3) years of experience at the type and level of the Senior GIS Analyst, including one year of experience completing complex, multi-disciplinary GIS projects.

Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
Additional appropriate education may be substituted for the minimum experience
