In partnership with departments across the City, the Geographic Information Systems (GIS) Coordinator, will lead, manage and deliver a broad range of GIS development and maintenance duties to support an enterprise-wide GIS infrastructure. The role includes support of GIS architecture and servers, leading the implementation of enterprise level GIS applications, coordinating Citywide data acquisition projects, and acting as the GIS liaison to other local, state, and federal GIS agencies or private companies (including vendors). Working within the Business Transformation Division, this role will provide deep GIS expertise and will ensure integration of GIS data in enterprise data strategies and solutions.

Major Tasks, Duties, and Responsibilities

  • Incumbent is accountable for all duties of this job and other projects and responsibilities may be added at the City’s discretion. Employees must be able to perform the essential duties of this job with or without a reasonable accommodation.
  • Ensure high levels of performance, continuous operations and integrity of all the GIS architecture components. Develops or identifies software and/or procedures to promote standardization and efficiency.
  • Strong focus on relationships, collaboration and excellent technical customer service working with internal and external clients.
  • Develops and maintains GIS system documentation such as system configurations, database designs, disaster recovery procedures.
  • Effectively delegates tasks to others in IT and to the GIS Super Users in other departments.
  • Ensures that day-to-day GIS service requests are completed in a timely and effective manner, commensurate with standard service levels and the requestor’s needs.
  • Evaluates the GIS needs throughout the City and establishes business partnerships with all City departments and external agencies. Collaborates with users to gather business needs, designs, develops and tests solutions, and maintains these solutions as requirements change.
  • Assists IT management team with decisions on GIS-related investments including analyzing past expenditures, recommending future adjustments, preparing budget requests to replace hardware and software and ensures that proper annual software license fees are incorporated into the annual budget.
  • Oversees GIS-related contracts and monitors vendor performance and expenditures to ensure payments are made within budgetary guidelines.
  • Coordinates activities with existing GIS users, and grows the community of GIS Super Users to promote productive sharing of the City resources.
  • Manages GIS servers and the GIS enterprise relational data repository and keeps all its related core components patched, upgraded and running throughout the enterprise. Plans, installs, modifies, maintains, analyzes, designs, and monitors all GIS software components and enterprise database instances.
  • Provides assistance and training to users on GIS related commercial off-the-shelf (COTS) and custom solution supported by IT.
  • Uses industry best practices to allow integration of information from the City's other business systems with spatial information.
  • Stays abreast of trends and development within the field of GIS and maintains contact with other GIS professionals to facilitate the exchange of information.
  • Uses complex data sources to perform, interpret, and execute complex geospatial tasks.
  • Is deeply proficient with ESRI GIS suite, related tools and licensing model.
  • Performs other similar duties and projects as assigned.

Reporting Relationships

  • Supervision Received: IT Supervisor – Business Applications
  • Supervision Exercised: None. Oversees GIS related contractors/vendors.

Education and Experience

  • Education: Bachelor’s degree in Geographic Information Systems, Land Use, Cartography, Computer Science or related field.
  • Experience: Six or more years progressively responsible experience in Geographic Information Systems with three years specifically related to ESRI products including: ArcGIS Enterprise,
  • ArcGIS Pro, ArcGIS Desktop, ArcGIS Online, ArcGIS Field Apps, AutoCAD, word processing, spreadsheets, presentation software and related imaging and graphic programs. Experience developing interactive web-based mapping applications for internal and external customers.

KSA's and Physical/Mental Reqs

  • Thorough knowledge of the principles, practices and techniques of cartography, photogrammetry, use of photography and GPS as applied to GIS
  • Ability to provide leadership and supervise the planning, development and establishment of
  • GIS and imagery technology to enhance programs, services, applications throughout the organization.
  • Ability to establish and maintain effective working relationships as necessitated by work assignments and to form team environments to meet goals and objectives.
  • Considerable knowledge of the principles, practices and methodology used in developing solution-based geographic information mapping systems.
  • Considerable knowledge of business operations and applications, and their interdependencies with GIS.
  • Skill in compiling, editing and updating large geographic database files.
  • Ability to analyze, interpret, develop and implement City regulations, policies and procedures.
  • Must be able to communicate effectively and efficiently both orally and in writing in a variety of professional and technical formats, and make presentations before large, diverse groups of people.
  • Ability to follow complex oral and written instructions.
  • Ability to make administrative decisions independently in accordance with laws, regulations, and City policies and procedures, and to solve related problems and answer relevant questions.
  • Ability to work with programming languages such as HTML, SQL, Python, Arcpy, ArcGIS REST APIs.
  • Ability to establish, modify, administer and adhere to QA and QC standards for the GIS program.
  • Must be highly skilled and adept at acquiring and developing GIS digital resources to accomplish major projects and programs.

LIGHT WORK: Exerting up to 30 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work

Must successfully complete and maintain required state or departmental physical standards and certifications.
