GIS Coordinator

Position Summary

The GIS Coordinator will work closely with the local GIS Consortium, made up of the County of McLean, Town of Normal and City of Bloomington, and governed by the GIS Policy committee. This work will include, but not be limited to, the identification, recommendation and implementation of best practices related to the regional GIS; maintaining an authoritative base map and promoting/facilitating the use of GIS with community partners, including other local bodies of government. These bodies include but are not limited to, the Regional Planning Commission, Metcom and ETSB, the Emergency Management Agency, local assessors and educational institutions. Promoting the use and availability of the GIS data set in an open data/big data framework is a key responsibility and objective of the consortium. The GIS Coordinator will work closely with County GIS staff members located in multiple departments. The GIS Coordinator will also facilitate meetings with consortium staff to develop, maintain and update the standards needed to most effectively assist consortium staff with their agency’s requirements. The ability to maintain orderly documentation of projects, finances and objectives is required.

The desired employee will have managerial experience, excellent communication skills, project management skills and a strong background in the use of ESRI and other GIS toolsets. Work is performed with considerable independence using professional judgment and technical guidelines. This position requires the ability to communicate clearly and effectively, verbally and in writing, the ability to prepare clear and concise reports, correspondence and other written materials.

Essential Duties and Responsibilities

Duties include the preparation of an annual budget and coordinating with vendors on behalf of the consortium. Vendor interactions may include the preparation and management of RFP processes, coordination of invoicing and contract negotiation. The candidate will also assist the consortium in the development and implementation of long- and short-term goals.

Knowledge, Skills and Abilities

Language Skills – Ability to tactfully, professionally and courteously respond to inquiries or complaints from customers, consortium members, regulatory agencies or members of the community.

Business Acumen – Ability to work with spreadsheets and financial concepts as they relate to the GIS, ability to interpret and understand instructions whether provided in oral, written, diagrammed or schedule form.Ability to create and manage a budget with multiple revenue sources and expense streams.

Computer Skills – Experience with a wide variety of GIS related tools is required, including experience with ArcMap, ArcGIS Pro, ArcServer, ArcGIS Enterprise, ArcGIS Online, ArcGIS Portal, and other ESRI tools, apps, and solutions.Experience with Python and Microsoft SQL Server is preferred.Experience with the Microsoft Office Suite is required.

Physical Demands - While performing the duties of this job, the employee is regularly required to talk or hear, sit and use hands to fingers, handle or feel.The employee is occasionally required to stand, walk and reach with hands and arms. This position may be sedentary.The employee is occasionally required to move up to 20 lbs. Specific vision abilities required for this job includes close vision for reading and computer work.The employee must be able to work flexible hours and have access to reliable transportation. Regular attendance is an essential responsibility.

Required Qualifications

  • Education – Bachelor of Arts or Bachelor of Science in GIS, Geography, Computer Science, Engineering or closely related field is required, a Master’s degree in like subject is preferred.
  • Experience – Minimum of five (5) year professional experience in GIS is required, with at least three (3) years of experience overseeing GIS projects in development or implementation.
