Summary:

The GIS Analyst/Developer supports the Indian Health Service (IHS) contract with ongoing maintenance services for existing GIS applications.

Essential Duties and Responsibilities:

Essential functions are intended to present a descriptive list of the range of duties performed by employees. This list of essential functions is not intended to reflect every duty that may be performed within the job.

  • Setting up and maintaining ArcGIS Enterprise platform on IHS’ premises
  • Configuring and supporting ArcGIS Server, Portal for ArcGIS, and Enterprise Geodatabases
  • Installing and supporting ArcGIS Desktop software
  • Mining, creating, analyzing, and managing GIS data and providing access to spatial datasets via direct database connections and ArcGIS services
  • Scripting spatial data management and ArcGIS Enterprise configuration tasks
  • Creating and publishing maps
  • Developing Web mapping applications
  • Integrating Web applications and data systems with ArcGIS and other spatial assets
  • Documenting requirements, designs, implementations, and resources
  • Collaborating with IHS’ IT, DBAs, and the GeoNorth team
  • Responding to customer’s requirements and requests

Qualifications - Experience, Education and Licensure:

Required:

6 years of technical and professional experience in GIS application and geodatabase development that includes customer service and 1 year of team leadership or supervision in the assigned subject matter tasks

The years of experience may be substituted with:

Specific experience with two or more of the following: ArcGIS Online or Portal for ArcGIS, ArcGIS Server, ArcSDE and Enterprise Geodatabases, WebApp Builder, and Model Builder, Python, and Geoprocessing tools

Knowledge, Skills and Abilities:

  • Demonstrated experience with setting up ArcGIS Enterprise systems; knowledge of software and hardware requirements
  • Demonstrated experiences with Enterprise Geodatabase design and implementation
  • Demonstrated experiences with integration of ArcGIS with other systems and Web applications
  • Demonstrated experience in GIS system development strategy, GIS planning and architecture, and in engineering or scientific software modeling
  • Demonstrated experience and mastery of GIS data (raster/vector) analysis, reporting, and mapping
  • Demonstrated ability to interface effectively and collaborate with clients, peers and management to assist and participate in the development of GIS solutions
  • Demonstrated ability and skills required to use SQL and other tools and technologies for GIS data management and analysis
  • Knowledge of Map Design principles, including symbolization, color use, and typography
  • Experience with publishing and consuming ArcGIS services
  • Experience with setting up ArcGIS Online and Portal for ArcGIS services and applications
  • Familiarity with ArcGIS Server and Portal for ArcGIS REST APIs
  • Experience with writing API driven applications
  • Experience with customer software development and scripting using Python, JavaScript, and/or ArcObjects
  • Experience with implementing Accessibility standards and meeting federal Section 508 requirements
