GIS Analyst

Smith County Information Technology is currently seeking a Full-Time GIS Analyst for a permanent position in Tyler, TX. Geographically, Smith County is located in the heart of East Texas and ranks in population as the 22nd largest County in Texas out of 254 Counties. As a key member of the Smith County Information Technology team, you will join a team of highly innovative professionals with a dedicated focus on continuous learning and growth.

The position of the GIS (Geographic Information System) Analyst is a newly created position within the Information Technology department primary responsible for managing Smith County’s GIS data by producing maps, reports and analysis to support the IT staff, departments and other agencies as required. The successful candidate will design, create, maintain and update maps, drawings, spreadsheets, data files and documentation for a wide variety of uses. The GIS Analyst will prepare and format information for entry into GIS database systems while establishing and maintaining data standards and procedures to ensure data integrity for the GIS system. The ability to communicate and solve and solve GIS-related issues with Elected Officials, departments in Smith County and outside agencies is critical to the success of this candidate. The GIS System integrates into software systems serving the County such as the 9-1-1 Dispatch Center, Road and Bridge department, Courts, Elections department and Law Enforcement, and is an integral part of operations at Smith County. The GIS Analyst is responsible for maintaining data layers as part of a GIS consortium between Smith County, the City of Tyler and the Appraisal District, and is not considered an entry-level position. The ideal candidate will provide operational support for GIS data while creating new opportunities to leverage GIS within Smith County with minimal oversight.

This is an exempt position requiring the successful candidate to work after hours as necessary. The ability to gain a basic understanding of PC troubleshooting will be expected for the successful candidate who will also serve in an on-call rotation with other IT staff for after hours support. Although this is not a requirement for the position, it is expected that the successful candidate will assist IT staff with basic functional IT support.

Smith County offers a competitive salary and benefits package including a matching Retirement Plan through the Texas County and District Retirement System (TCDRS).

Monday through Friday from 8:00 am to 5:00 pm
Requires on-call and after hours support

Duties and Responsibilities

  • Identifies and develops new GIS initiatives within the County, collaborating with departments.
  • Performs quality control and quality assurance procedures.
  • Prepares maps to given specifications.
  • Participates in agency and professional GIS activities.
  • Prepares high quality paper, online and digital mapping products to meet the County’s needs.
  • Responds to requests for GIS information from the public, other agencies and other City staff as needed.
  • Researches and interprets source records, land surveys, subdivision plats and other legal documents as required.
  • Utilizes a variety of methods and data including GIS, GPS, aerial imagery, dynamic maps and other sources to verify the accuracy of spatial information and products.
  • Prepares technical planning reports, correspondence manuals, procedures and other written materials as required.
  • Manages and distributes 9-1-1 addresses on behalf of the County, while responding to outside addressing requests in a professional and timely manner.

Required Skills and Abilities
Knowledge or experience in one or more of the following areas is desired.

  • Data collection and tracking.
  • Development of new data layers.
  • Editing of existing data layers.
  • Data conversion and standardization.
  • Strong verbal and written communication skills.
  • Good working knowledge of Microsoft Office Suite, including Outlook, PowerPoint, Excel and Access.
  • Good critical thinking and problem-solving skills.
  • Detail-oriented, highly organized and able to multi-task.
  • Able to work independently in a team environment.
  • Familiarity with SQL and scripting is desired.
  • Familiarity with demographic data.
  • Familiarity with parcel data.
  • Regular attendance and punctuality is essential. Incumbent must arrive at work on time, prepared to perform assigned duties and work assigned schedule.

Education and Experience

  • Bachelor’s or Associate’s degree in Geographic Information System Science, Planning, Geography, or in a field related to the work from an accredited college or university, plus a minimum or one (1) to three (3) years of related GIS experience.
  • OR any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
  • Experience developing and editing layers with ArcGIS and related tools.

Physical Demands and Work Environment

  • The GIS Analyst must be able to perform the essential functions of the position without posing a direct threat to the health and safety of themselves and others. Requested accommodations to work hours and schedules are considered on an individual basis.

The GIS Analyst must be able to travel to and from County facilities as needed.
