GIS Analyst

The Eugene Water & Electric Board is seeking a GIS Analyst Senior to join a dynamic and growing GIS team. The GIS Analyst Senior will be responsible for accomplishing a multitude of GIS tasks at all skill levels. Tasks include design, analysis, reporting, cartography, requirements gathering, documentation, graphics, presentation, software installation, administration, and maintenance, publishing services, data management, web products, and scripting. This posting is open until filled.

The GIS Analyst Senior requires complex problem-solving skills and must be able to solve problems otherwise unsolvable by other GIS Analysts. This includes coordination with vendors, local GIS partner organizations, and other resources necessary to achieve a resolution.

The successful candidate will coordinate operational work, ensuring internal and external customer expectations are met by fostering relationships with GIS staff and business units. Expect supportive leadership as you use GIS to solve real-world problems to provide the best drinking water and electricity possible.

Note: EWEB is modernizing its application portfolio which includes a migration to the ESRI Utility Network, web-based GIS, and a suite of Schneider ArcFM Software. In addition, GIS will be integrated with SAP systems such as customer information and asset management.

Responsibilities:

  • Design and develop GIS solutions to support various business needs, including spatial analysis, data management, and mapping.
  • Create and maintain accurate and up-to-date maps, using a variety of software tools and techniques.
  • Provide technical guidance and support to clients and internal teams on GIS-related projects and initiatives.
  • Develop and implement GIS workflows and processes to improve efficiency and effectiveness.
  • Collaborate with cross-functional teams to integrate GIS into business processes and decision making.
  • Coordinate operational work by collaborating with GIS staff and customers.
  • Coordinate incident resolution and GIS support for FEMA ICS events.
  • Mentor and provide guidance to junior GIS analysts and other staff.
  • Stay current with advances in GIS technology and identify opportunities for innovation and improvement.

Minimum Training and Experience Required:

  • Minimum Experience: Six years’ experience in GIS.
  • Education: Bachelor’s degree in information systems or other related business areas.

Desirable education, experience, training and certifications:

  • Proficiency in ESRI ArcGIS Desktop software and related GIS tools.
  • Proficiency is ESRI Enterprise, ArcGIS Online, and related web tools.
  • Preferred proficiency in Schneider ArcFM software, Geocortex, Utility Networks and SAP
  • Experience with spatial analysis and data management, including the use of SQL and related database management systems.
  • Excellent verbal and written communication skills, with the ability to effectively communicate technical information to non-technical stakeholders.
  • Strong project coordination and problem-solving skills, with the ability to work effectively with a team.
  • Equivalency: An equivalent combination of experience and training that demonstrates the required knowledge, skills, and abilities may be qualifying.

The starting salary for this position is $97,393.72 - $121,742.16 commensurate with knowledge, skills, education, and experience as it relates to the position.

This position is based in Eugene, Oregon; however, it has been approved as a hybrid work arrangement involving a combination of telecommuting and working on-site; the selected candidate must live in the state of Oregon. Out of area candidates may be eligible for a relocation reimbursement.
