General State of Duties

This position is located in the County of Henrico's Real Estate Office and provides basic technical support to end users of geospatial information systems (GIS); creates, edits and maintains assigned geospatial layers and related data; performs related work as required.

Essential Duties

This position reports to the GIS Coordinator and resides in the Real Estate Office.  This position is responsible for the creation and maintenance of GIS and CAMA based real estate information; provides technical support to appraisers/Real Estate Assessment staff with GIS software; responsible for data requests from divisions within the Finance Department, other Henrico County departments, outside agencies and citizens; responsible for the cartographic output for multiple departments; performs courthouse record room research to solve new and old boundary/ownership real estate issues; able to interpret deeds/plats; manage data related to county/State road acquisitions, parcel/road/lot line vacations, parcel splits and consolidations; assist with subdivision reviews to include deed research, GIS coordinate information, metes and bounds information, title information, etc.; creates Board of Equalization maps/presentations; updates and maintains the official Henrico County tax maps; interacts with other departments, citizens, outside agencies (engineers, surveyors, legal professionals, title companies, etc.); creates and maintains tracking logs and digital records for projects and duties; creates and maintains easements including Ingress/Egress and conservation easements; creates and maintains GIS annotation layers for addresses, GPINs, acreages, subdivisions and condominiums, easements and miscellaneous tax map book notation; works collaboratively with other County GIS staff to further the use of GIS technology in all County agencies including providing support and training; performs other duties, as assigned by the County GIS Coordinator, to help fulfill the mission of the GIS program.

Requires working knowledge of GIS theory and practice, including use of the ESRI ArcGIS Suite; working knowledge of the ArcGIS Editing environment including versioned editing; demonstrated knowledge of cartographic principles, visual design and layout techniques to present GIS materials; familiarity with COGO editing and topology, using and creating content in the ArcGIS Online environment; excellent interpersonal and communication skills with the ability to communicate technical information to non-technical audiences in user friendly language; ability to create and maintain accurate technical documentation; strong computer skills with ability to proficiently use computer and typical business software and applications as well as related peripherals; and ability to problem solve and troubleshoot technical issues.

Minimum Qualifications

Two year degree in GIS, computer science, environmental science, or other relevant IT field of study and two (2) years of relevant work experience with geospatial technologies, ESRI ArcGIS, including geo-processing, raster analysis, Python, relational databases, and automating workflows; OR any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
