GIS Analyst

Under general supervision of the Water Services Director, the GIS Analyst provides analytical services to the Water Services Department using the Geographic Information System (GIS). Job duties include analyzing and digitizing spatial and tabular data to produce maps and related products; writing computer applications; creating database queries; and ensuring data integrity by performing continuous maintenance activities to enhance and update the Water Services GIS.

Principal Duties

  • Maintain the Water Services GIS by inputting and correcting data, researching data conversions, establishing data specifications, updating resources (maps, databases, and scanned images), and ensuring data accuracy.
  • Integrate and perform analyses on spatial and tabular data from a variety of sources and other applications, create database queries, and develop reports utilizing a variety of data sources.
  • Develop computer applications; design and edit custom templates, scripts, and macros to meet project parameters or customer needs; and develop automation or customized routines to enhance GIS applications and increase departmental productivity.
  • Research and implement new GIS technology, software, and practices.
  • Facilitate the development and implementation of protocols for the Water Services GIS/GPS systems.
  • Provide guidance to and train the part-time GIS Technician.
  • Act as a technical resource in assisting Water Services staff with technical issues.
  • Fulfill internal and external requests for water-wastewater information to include developing graphic presentations, charts, graphs, and maps.
  • Perform related duties as assigned.



Bachelor’s degree in Geography, Geographic Information Systems, Spatial Science or related technical field and two (2) years or more years related experience using Geographic Information Systems. Knowledge and experience with MS Windows, Windows-based applications, ESRI ArcGIS, Trimble GPS, Visual Basic programming language, and SQL database language. Knowledge of fundamental GIS/GPS principles and practices. Excellent written and oral communication skills.


Five (5) years of GIS work experience in the utility industry. Programming experience with VBA, ArcObjects, and Python. Ability to read and interpret utility construction drawings and specifications.
